The election results are not yet final, but it appears that 7% of voters cast their ballots for parties that did not pass the electoral threshold. This holds true assuming Kadima will be in the next Knesset and Otzma Leyisrael does not pass the threshold after all the votes are counted.

If your first choice doesn't pass the threshold, it goes to your second choice. If your second choice, doesn't pass the threshold, it goes to your third choice. This is fairly simple to do with computer-based voting systems -- something Israel, and Canada, need to implement.
