Quarter-million votes go to parties that won't pass minimum threshold
It appears that some seven percent of voters, or at least 248,000 Israelis, cast their ballots for parties who will not pass the electoral threshold, and thus won't have seats in the 19th Knesset.
The election results are not yet final, but it appears that 7% of voters cast their ballots for parties that did not pass the electoral threshold. This holds true assuming Kadima will be in the next Knesset and Otzma Leyisrael does not pass the threshold after all the votes are counted.
