Israel suspends convoy deal; U.S.: Buses must run
Israel objects on security grounds; deal enabling Palestinians to move between Gaza, W. Bank set for Dec. 15.
By Akiva Eldar and Haaretz ServiceCiting security considerations, Israel told international representatives Friday that it has no intention of implementing the agreement allowing bus convoys between Gaza and the West Bank until "better times."
During a Friday afternoon briefing for representatives of the international community in Tel Aviv, Brigadier-General Eitan Dangot, who is IDF liaison to Defense Minister Shaul Mofaz, and Major General Yossi Mishlav, the coordinator of government activities in the territories, added that anyway there was no chance that the convoys could begin operating on the agreed-upon date (December 15) since Israel needed at least one week to make the necessary preparations.
At this stage, Israel has no intention of renewing talks with the Palestinian Authority on the matter.
But C. David Welch, the U.S. assistant secretary of state for Near Eastern affairs, told international representatives that the Americans are determined to see the convoys run by December 15, as called for in the agreement.
Senior Palestinian officials say they received similar indications from the U.S. Consul General in Jerusalem, Jacob Walles. Israeli government sources fear that freezing the convoy deal could torpedo next week's London conference on the rehabilitation of Gaza in the wake of Israel's withdrawal and thus nullify the benefits Jerusalem had gained as a result of the disengagement plan.
Mishlav and Dangot also argued that the Palestinians are not abiding by the terms of the Rafah crossing agreement, warning that Israel will significantly intensify security checks at the Erez and Karni crossings unless the Palestinians begin honoring their obligations by Sunday.
At a meeting held by Quartet representatives in Jerusalem on Friday morning, American officials made clear that the Palestinians are honoring their end of the Rafah deal, and that the disagreements stem from technological matters that the Israelis raised as part of new demands.
The Quartet's Mideast envoy, James Wolfensohn, who spent a long time mediating the deal, has said that Israel cannot be allowed to close the Gaza border crossings in reaction to terror attacks that do not emanate from the Gaza Strip.
The chief Palestinian negotiator Saeb Erekat condemned the Israeli threat, saying the Palestinians were working to address all issues at Rafah as quickly as possible with the help of the European monitors.
"The Rafah terminal has been functioning for two weeks only, and anybody with a sane mind should not expect the border between Germany and France," he said, adding that the Europeans and not Israel should be the judges of Palestinian compliance with the agreement.
Israel's security-political cabinet decided earlier this week to suspend talks with the PA on operating the bus convoys, despite an agreement reached last month in talks brokered by U.S. Secretary of State Condoleezza Rice.
According to the agreement, the bus convoys were slated to start operating next Thursday, and truck convoys were to begin in mid-January. The Prime Minister's Office said it notified the U.S. of its decision to suspend talks on Tuesday, shortly after the senior ministers approved the move, which had been recommended by security officials in the wake of Monday's suicide bombing in Netanya.
In the cabinet decision, the ministers had said convoy talks would be renewed only after the PA fulfilled its obligation to act against terrorists.
Defence Minister Shaul Mofaz on Saturday said that Israel has no plans to put Palestinians under an "economic siege."
Speaking in an inverview on Israel Radio, Mofaz denied a television report on Friday that he would order the blocking the movement of Palestinian goods out of the Gaza Strip if PA Chairman Mahmoud Abbas failed to disarm militant groups.

l. if the arabs wanted to give better conditions to the pals, they've got 22 countries, oil money and the billions of EU / US dollars given to the PA in the past 10 years at their disposal. 2. Since they don't use these resources, it shows that they don't want to ease conditions for the pals. 3. Apparently Wolfensohn has found a loophole that allows Arabs to murder Jews; Jews can be murdered if from the right place and it would not be "cricket" for Jews to act in their own defense as they see fit. Where have I heard this expression before? Now the US state Dept is insisting that Israel allow for the transport of terrorists from Gaza to the West Bank on buses, then trucks., notwithstanding again, the Palestinians have violated an agreement (Rafah crossing). I ask, have the Palestinians EVER complied with any agreement with Israel? What is really happening here is that Bush and Condi are squeezing Israel to get brownie points with the Palestinians (Arab world) to compensate for our (US) losses in the Muslim world (Iraq invasion). It's an important test, because if a deal reached with the Israelis isn't worth anything then maybe the situation has to be delt with differently. Screwing the Palestinians may be easy, but messing with the Quartet once a deal is reached is a totally different thing. The challenging to the authority of Condoleezza Rice and treatment of Bush as a 'lame duck' already isn't anything that is going to go down well in Washington. "We are under no pressure from Washington" is a direct lie because the pressure is indeed on. Now the question is really whether the Bush administration is willing to allow for Sharon to save face in this confrontation with Washington, in a way support him by making him look anything like the pathetic jerk he really is. I doubt it, I think the Americans are rather fed up with Sharon and the Israeli back tracking, lying and foot dragging. The plus of having Monitors on the ground is that the ordinary Israeli lies will be exposed for what they are. "We will not allow for a Gaza Prison" is now being tested as well, because the Israelis just can't let go. The West Bank and The Gaza Strip is to be a future state of Palestine and as such has to be viable and Independent. Something that is, at the moment, in doubt. This is a fine oppertunity for Bush to show that at least the Americans don't go back on a done deal. Because if they do, then no deals can be made. Israel should make it absolutely clear to the PA, that at any terror attack, there is no talks or action for 3 months after. The PA is not making a serious effort to stop the various negative factions.

The PA continues to violate its obligation under the Roadmap to disarm terrorists. Until they honor that undertaking, Israel should not give anything further. So far it has been Israel give, Palestinians take. Give and take goes both ways.
I love reading the posts that demand evidence while at the same time offering none to support their own point. regardless its just common sense, do you honestly think that by punishing the palestinians MORE that they will just suddenly say "wow, they are serious, ok guys lets stop this whole terrorism thing" and do you think it will end that easily? how about the obvious reality that if the security forces in palestine (plural in "forces" because there isn't just one organized group, rather a myriad of groups with overlapping responsibilities that causes confusion in the ranks making it a little bit difficult for abbas to order them to begin dismantling the terrorist groups) attempted to disarm the groups, it would only throw palestine into a civil war and invite more israeli intervention. you can't expect long-term goals to be achieved overnight especially with a fledgling democracy such as the PA

If terrorism in West Bank isn't linked to the bus convoys(per Wolfhenson)...why do they need a link???It seems that the Europeans aren';t seein it from the Israelis security but some grandoise scheme of a contiguous Palestinain state when it isn;t contiguous. ...Perhaps the best solution is to give the territories back to the Egyptians and Jordanians.

If the conveys can be done in a secure manner, than why not? BUT-- the continuation of the convoys should be made dependant on Hamas, PLFP and the other agroups publically pledging to continue the "truce" agreed upon a few months ago. The truce is far from perfect, but it's better than starting a large-scale tit-for-tat along the borders of Gaza and in the West Bank. And if Hamas misbehaves? Shut the convoys down and blame Hamas.

The fact that there is a wide sentiment around the world that if the Palestinian's had their own state Israel would not need to take so many security measures is meaningless. There could be a wide-spread opinion that red is blue and blue is red but would that make it so? No. What makes something meaningful is if it is backed by evidence, and nothing backs this "wide spread" claim. In fact evidence supporting the exact contrary claim exists. Israel evacuates Gaza and grants it to the Palestinians. Sure this is not the end of the issue, but it sure would have been nice if they had not used this opportunity to shoot rockets from Gaza into Israel, no? This only shows one thing. It shows that if and when Palestinians are given a state, Israel will not only be required to continue using security measures but it will most likely need to boost the level of these security measures. Kate, What Nazi Germany represents to the Jews is what Israel represents to the Palestinians. Everything is a matter of perception. I do no believe that Israel is equal to Nazi Germany (God's forbid!), but you have to put yourself in the shoes of the Palestinians (even if they are not Ashkenazi!) in order to understand how much they have suffered and how much they will still have to endure until a good jew is Prime Minister of Israel. Think about: house demolitions, checkpoints (6 hours to travel 20 kilometers), collective punishments, no liberty, no freedom, poverty becasue of this terrible occupation, stealing of land, the racist wall, the pregnant women that have died and the ones that are going to die in the future because they do not allow them to pass the checkpoints when they are in labor, the bombing of houses and apartments in order to kill (target assasinate) terrorists when they know that in the process they will kill civilians (did you see what happened to Dichter in the USA today? The opening up of Gaza in ways like this will lead to a major al qaeda attack in Israel. I think her point is that many Europeans automatically will side with the those who hate the Jews. This is borne out by the great sympathy shown by Europeans for the Arabs in their fight against Israel, notwithstanding the recent genocide against the Jews by the very same Europeans. Quite right Sean, but it is no surprise since this the classical Israeli tactic. Pretending to offer negociations and than simple walk away from them. The most silly and illogical reasons are usually given for these walkouts. And then there are those who claim that de PA can only reach peace and an own state through direct negociations with Israel. How can one ever negociate anything on such a basis with anybody when the other sabotages any kind of serious discussion on any topic at any time. Joe
It is time to get out of your slumbers and get some reality check. Israel had total control of the terrirories and every aspect of Palestinian lives, yet with all its militray might it failed to put an end to violence. Yet, it expects a hapless PA to put an end to it while Israel continues suffocating Palestinian lives, usurping their land, destroying their homes, uprooting their trees and killing their youth. Asking the PA to stop the resistance to the occupation is just a red hearing that Israel uses to renege on promises it made to the Palestinians and the US administration.
I can't believe Wolfensen's comments that Israel must not stop convoys because of terrorist attacks! The USA is appeasing ths Saudis, egyptians etc by giving them Israeli blood. Bush is paying for Arab silence on Iraq with Israeli lives. The Pals have NEVER NEVER EVER kept to an agreement made to Israel. For that matter, has any arab nation? Israel never should have agreed to either convoys across Israel from GAza to West Bank and back nor an airport when the Palestinian Authority OPENLY vows "they will never" dismatle or arrest the many terror groups in their areas that purposely target and kill Jewish civilian men, women and children. Hey Mike,I think that you should check your facts about Hamas.They were originally set up by Israel to counter the strength of the PLO.They saw their creation as a way of controlling inadvertantly the palestinian people.However,since this obviously backfired,it turned out they had to deal with Arafat.This is why in the western media Arafat was at differant times,super-terrorist Arafat and politian Arafat,changing over and back to suit the current trends of the day.The last thing Israel's government wants is real Palestinian democracy.They are looking for someone in the PA to be a policeman for them in the occupied territories,hence Abbas,who is by no stretch of the imagination the most popular figure among the Palestinians.As a result fraudulent elections!

In point of fact, except for words that say terror attacks make the Palestinians look bad, they have done nothing. This leads a reasonable person to believe that the Palestinian leadership - and all Palestinians - and you too, at least from your comments, support the murder of Jews. It's obvious from reading history, or even today's newspapers, that other than a handful of Righteous Gentiles, no one will come to the aid of the Jews. But what I find simply amazing is the willingness of the Israeli's to accept the murder of their citizens with hardly a response. Just imagine how, say, the Russians react to mass slaughter. Checheya sure is a fine place to live I guess mass artillery barrages against built-up civilian areas is more acceptable to you than the lack of bus service between Gaza District and Judea/Samaria.

Thank you so much Hannes for your wonderful advice. We all know that the safety and welfare of Jews is paramount to every German citizen. Jews the world over are always moved by the open and genuine displays of sorrow and support in Germany every single time Jews are murdered by Islamofascist terrorists. Dropping the sarcasm, how little has changed in Germany in the last 60 years can be gagued from the fact that, according to a poll conducted in Germany less than a year ago, 51% of Germans believe there is little or no difference between the way Israel behaves and the Nazis. The same survey also found that 68 percent of Germans believe that Israel is waging a "war of extermination" against the Palestinians. In actual fact, perhaps things have become even worse in Germany over the last few decades given that a maximum of "only" 36.8 percent of Germans ever actually voted for Hitler.
It is obvious that the PA can not do anything until after the elections. If they appear to alienate their client base by arresting "murder-heroes" then they will not win the election and Hamas will be the political/military group you will have to deal with. If you are patient and wait until after the elections the PA, who would already be in power, could start the systematic dismantling of terror organizations and do it with the support of the people. This isn't rocket science guys. Just stick to your agreements and ride out the election and then your demands on the PA will be viewed as valid and would be supported by the US.

THREE SEPERATE CANTONS DO NOT CONSTITUTE A SOVEREIGN NATION,AND EVEN SO,HOW IS SUCH A COUNTRY EVER TO HAVE HOPE OF GAINING SOCIAL END ECONOMIC JUSTICE FOR IT'S CITIZENS.IT'S SIMPLY NOT FEASIBLE.THE PALESTINIANS AREN'T STUPID PEOPLE,THEY WOULD LIKE SOME OF OUR SO CALLED WESTERN DEMOCRACY,AND THIS IS NOT THE ANSWER.THE ARGUMENT ITSELF IS RIDICULOUS.THE PALESTINIANS ARE OPPRESSED AND THIS IS ONE OF THE MANY SHINING EXAMPLES.NOT ALLOWING THE FREEDOM OF MOVEMENT OF WHOLE POPULATION CENTRES IS OPPRESSION.IF ISRAEL IS INTERESTED IN PEACE THEN IT WOULD ACCOMODATE A FULL AND DEMOCRATIC PALESTINIAN STATE,AND NOT GIVE AS IT'S DOING A PIECEMEAL SOLUTION TO THE PROBLEM.AS LONG AS ISRAEL KEEPS WITH THE POLICY IN THE OCCUPPIED LAND OF "SEARCHING AND KILLING ANY FORM OF PALESTINIAN DIPLOMACY" THEN SUICIDE BOMBS ETC..WILL CONTINUE TO BE A CONSEQUENCE OF THESE ACTIONS.THERE ARE NUMEROUS EXAMPLES OF THIS AROUND THE GLOBE AND WHEN REAL ACTIONS ARE TAKEN TO TACKLE THE REAL ISSUES,PEACE IS NEVER FAR BEHIND,IRELAND BEEN JUST ONE EXAMPLE OF THIS.AFTERALL,ALL ANYONE WANTS IS A FUTURE FOR THEIR CHILDREN,ONE WITH A CAR,A HOUSE,A FAMILY AND A JOB,BUT,WHEN THIS IS NOT FORTHCOMING THERE WILL ALWAYS,ALWAYS BE RESISTANCE.
So, what are you all afraid of? Do you really think, your IDF will let the Palestinians just board a bus and drive off. Reality is, that these convoys will be checked over and over again (as at any checkpoint you have established), and that in the end a 100 km journey from Gaza to Hebron will take 6 hours - and Israel will sell this deal as "making the life easy for the Palestinians"... Congratulations!
There was a time when Israel held fast to it's security demands and refused to be bullied.Those days are long gone. The Palestinians know they can get all they want and more from an Israel in free fall. Israel ,always surrendering to and appeasing the Palestinians has only itself to blame when it's worst fears are realized. They have yeilded their sovereignty over to an oprsssive superpower which dictates a process which will lead Israel into the Lion's mouth and there is no one in Israel to slow down or halt the downward spiral. In spite of the 12 + year record of U.S. failure with it's 'peace' plans starting with Oslo ,Israel continues to bow to unrealistic demands and caves in at every oportunity to the terrorists under U.S. pressure.
1) When Abbas will get moving ot dismanlte terror infrastructure or 2) as the say in the Christian world, "After the second Comming of Christ" Whichever comes first
In my view, these concerns by Israel are entirely in place. Israel has taken abundant risks for peace. I see no effort on the part of The PA to dismantle the terrorist infrastructure, stop the incitement or any other positive development. I see no proof The PA intends to accept a Jewish State on any piece of The Land, at all. Please, show us some evidence. I would consider as reasonable, further steps to make it clear to whom it may concern "yada yada yada".

As long as terror is domminant in Gaza, it shouldn't be allowed through Israel. Let's use common sense. They don't let Israel monitor Gaza borders, Israel must not let them use its own borders.
Send the Yanks to talk to Abbas. And when they have a commitment from Abbas to halt the terror, and when the terror stops completely, then talk to them.
