Israel shows China evidence of Iran bomb program

Delegation to Beijing offers Chinese 'the full intelligence picture available to Israel'.

By Barak Ravid and Haaretz Correspondent Tags: Israel news Iran nuclear

An Israeli delegation that traveled to Beijing last week presented detailed intelligence on Iran's nuclear program in an attempt to persuade China that Tehran seeks atomic weapons, a senior diplomatic source told Haaretz.

The group, led by Strategic Affairs Minister Moshe Ya'alon and central bank chief Stanley Fischer, tried to persuade China to support sanctions on Iran by offering "the full intelligence picture available to Israel," the diplomat said.

The Israeli officials also told the Chinese that a nuclear Iran would push up oil prices - China depends on Iran for a significant proportion of its imported oil.

Israel is trying to recruit China's support for a fourth round of sanctions on Iran, and the UN Security Council is due to vote on the issue in the coming months. At the very least, Israel wants to ensure that China does not oppose the sanctions when they come to vote.

Israel also wants to make sure that China supports the report on Iran published by the new head of the International Atomic Energy Agency, Yukiya Amano. Unlike his predecessor Mohamed ElBaradei, Amano discussed in his report the possibility that Iran might secretively be developing nuclear weapons. The IAEA's annual conference is set to open in Vienna today.

The diplomat told Haaretz that the delegation's main aim was to present the Chinese with evidence that Iran is developing nuclear arms. China's official position is that Iran has a right to develop nuclear technology for peaceful, civilian purposes and that there is no proof Iran has a military nuclear program.

Most detailed overview in years

"The Chinese were given the full intelligence picture Israel has about the Iranian nuclear program, which clearly shows Iran is developing nuclear weapons," the source said.

"The delegation also stressed how concerned Israel was, and that all options must remain on the table," the source added.

The delegation that set out for Beijing in coordination with the U.S. administration also included senior officials in the Foreign Ministry, the National Security Council and the defense establishment.

It met with a number of Chinese officials, the most senior being State Councilor Dai Bingguo.

According to the source, the Israelis spent two hours presenting the Chinese with an overview of the intelligence information Israel has on Iran's nuclear program. This was the most detailed overview given by Israel to China in more than three years, since prime minister Ehud Olmert's visit in January 2007.

The Israeli delegation left with a positive feeling, the source said, with the Chinese saying they would seriously consider the information they received.

Talks were conducted in a friendly atmosphere, with Beijing stressing the importance of Chinese-Israeli relations and its desire to develop ties further, the source said.

Fischer detailed the implications a nuclear Iran would have for the world economy, stressing a dramatic rise in oil prices. Alternatives to importing oil from Iran were also discussed.

Earlier this year, Saudi Arabia and the United States proposed to China that it buy oil from Arab states at much lower prices than oil imported from Iran.

China is also concerned about possible sanctions because of its deals with Iran on developing railroads, tunnels and oil fields. These contracts are expected to be highly profitable, so the Chinese fear that sanctions would put them at risk.

Most of the reponses I see are racist in nature to what China will or will not do. Everyone greatly under estimates the great intellegence that Chinese have. There history stretches back thousands of years and they are keenly aware of what is right and wrong. Recently as an example the Nanjing massacare that took place during WWII that is denied by Japan and so on and so on. Chinese will think first very carefully they have a great love and respect for our Jewish Nation. G-d bless them to make it known to the world of this love for the Jewish people and Israel. Chinese are never in denial they leave that to the Japanese. They know what fascism is and iran is the center of it. They will not cover up there intentions and fake some stupid story. They are examining what is in there hands to be sure to make there decision independent of political or economic considerations, just what is right and wrong and what could lead to something like what happened in Nanjing or worse G-d forbid.

Israel has been an IAEA member for more than 50 years now. It is Israel's obligation to provide the IAEA with access to every single piece of paper regarding information on any country's alleged activities -- in full. So far, it hasn't done so. Confronting the Iranians with whitened copies of the original intelligence would be a piece of cake. However, after Reza Pahlavi had denied using this kind of "information", Israel made friends with the political wing of the Mujahedeen-e Khalq terrorist organization (which helped exterminating Kurds on Saddam's order) to make the allegations public. This is ridiculous.

China knows about Iran's nuclear program and is helping Iran acquire those weapons through assisting with a reactor and watering down sanctions. All the delegation did was give away Israel's level of knowledge and possibly assisted the Chinese in understanding Israeli sources and methods for acquiring that knowledge. China doesn't need to be "convinced" of the danger. Its policies are crafted to support Iran and endanger Israel, as is the case with its Russian ally who is the main supporter and enabler of Iranian missile and nuclear development.

Spanning the last 20 years. Most of it's about backdoor transfer of American technology. There's a solid basis for the U.S. interference in Israel's arms deals with China. Israel receives a considerable amount of money and advanced weaponry from the U.S., as well as being privy to joint ventures in systems development and innovation. But it comes with the price of Israel's agreement not to pass these on to third countries, either directly or indirectly. Israel has been caught cheating on several occasions, which has led to tighter guidelines by the U.S. in order to protect its interests. That's what led to the U.S. ending Israel's deals with China. So if you or Israel don't like that idea, then you and Israel need to find yourselves someone else to screw over and profit from-if you can. Otherwise, best to suck it up and live with it. P.S.-China's interest in trading with Israel were most likely directly connected to that potential for obtaining U.S. technology-some of which they did in fact receive!

"The Chinese were given the full intelligence picture Israel has about the Iranian nuclear program, which clearly shows Iran is developing nuclear weapons," - Israeli source to Haaretz Of course the evidence does NOT show that Iran IS developing nuclear weapons. If Israel "knows" otherwise, they should share the news with IAEA and US Intelligence. The IAEA report cannot exclude the possibility that Iran Re-started the development that supposedly was halted in 2003, but they had no positive evidence either. There is a big difference between general suspicions and definite knowledge, and it is the time-frame for a preventive action. Israel and the rest of the world should of course worry about a nuclear Iran, but should the world use sanctions or take direct action NOW, which may complicate things enormously. George Bush (the stupid one) learned something about the difference between vague suspicion and definite knowledge (see the Iraq adventure). Will Israel ever learn?

the united states congress has passed a resolution to put sanctions on refined petrolium products to iran. as far as i know, thus far there has been no call to boycott sale of crude oil from iran. the obama administration's approach to sanctions might be different but probably less effective. however, an agreement on sanctions regime, even one which is not fully effective, is desirable. sending iran a message by the world superpowers would be important in order to exhaust all diplomatic avenues. your claim that qom is empty is not believable given the public denounciation by obama, sarkozy and brown of iran regarding qom.

The Fordow Fuel Enrichment Plant near Qom is covered in the Feb. IAEA Report. The plans show that it is to eventually contain 16 cascades with a total of around 3,000 centrifuges to produce less than 5% enriched fuel. The plant is to initially have only IR-1 centrifuges the plant is under construction with some piping and coolers in place but no centrifuges. as of 16 February. The site apparently was originally intended to store missiles when construction was suspended. The decision to turn it into a second small fuel enrichment plant was made in the second half of 2007 according to Iran though some other sources say design work may haves started in late 2006.

He can't possibly hope to get what he is asking for so if any action is taken his recommendations are likely to be scaled back to what he really wants i.e. some sort of sanctions that will actually put pressure on Iran. Now I suggest you calm down and stop getting in a lather whenever Netanyahu opens his mouth.

Israel's sanction preferences target the people of Iran with a blockade of oil out and refined products in. That is an act of war. The US preference is for something targeting those involved in weapons and keeping the prople of Iran under the government's thumb. The real difference is between sanctions that work and reviving the tanker war. I don't favor the Saddam-like Tanker war approach. When you make war, sometimes people make war back.

If Israel builds a ring of Arab friends around her tiny land, there is ZERO chance whatsoever, that they would ever be attacked by Iran (I doubt very much, that they intend doing so in the first place, for understandable histo- rical reasons, Ahmadinejad succeeds in shaking the Jewish/Diaspora soul with his silly provo- cations, but the rest of the world sees his rhetorical outbursts in a much more sober way, namely mostly addressed to a domestic audience, in order to divert attention from Irans current economical problems...).

"The Chinese were given the full intelligence picture Israel has about the Iranian nuclear program, which clearly shows Iran is developing nuclear weapons," Except it probably doesn't. The MEK(Iranian terror group supported by US]laptop is widely regarded as junk, this being part of the early attempt by Israelis to discredit the 2007 NIE report which concluded that there was no evidence that Iran had pursued any weaponisation program since 2003. Lately this[MEK doctored Laptop?] has been supplanted by so called documents relating to a 'neutron trigger' device. Scooped by the Times known for its pedigree in aiding the Israeli and US intelligence agencies. "The Rupert Murdoch chain has been used extensively to publish false intelligence from the Israelis and occasionally from the British government," Giraldi The documents integrity have already been cast into doubt. According to Philp Giraldi [ex CIA analyst who broke the story on the Yellowcake forgery]has revealed that the US intelligence regard the documents as likely forgeries. Michael Ledeen was the source of the yellowcake forgery. The source of this piece of work is believed to be...Israel! The Chinese being inscrutable will no doubt know this already, seeing as it has been widely discussed in US newsrooms for some time. They will not be persuaded by cheap Saudi oil either, since it makes more sense to acquire oil via sources less susceptible to US influences. As for not casting their veto. Perhaps China should offer a quid pro quo. They refrain from using theirs to protect Iran and the US refrain from using theirs to protect Isrsael, from Goldstone for starters.

Chinese being inscrutable will no doubt know this already, seeing as it has been widely discussed in US newsrooms for some time. They will not be persuaded by cheap Saudi oil, since it makes more sense to acquire oil via sources less susceptible to US influences. As for not casting their veto. Running around Planet earth all of a sudden trying to be friends with everyone. Trying to get them to do Israel's bidding in a desperate attempt to avoid having to fulfill a central election pledge of Netanyahu by showing the Israeli people that everything is being done that can be done. Hopefully the Chinese will turn round and rejected the Israeli evidence out of hand. Because no other intelligence Agency has come to the same conclusion as the Israelis have. Iran has the potential to develop nuclear weapons. However, there is not a shred of evidence that Iran is doing anything more than what they are allowed to do as signatories of the NPT. Also and this is the most important point. China's economy is dependent on diesel produced using oil fro Iran. The Chinese government is already finding it difficult to supply diesel in the quantities required to stop civil disturbance. The peoples Republic having nearly fallen in 1989 will not risk doing so again.

While Israel cares, the rest of the world will be too busy watching us squirm and enjoying themselves to see anything bad about Iran becoming a nuclear power. What delusions of grandeur that Israel thinks it's little delegation to China means anything. Intelligence or not... the Chinese have their own economic agenda. First of all, sanctions alone will not deliver a nuclear free Iran. But economic isolation... just might do the job. Economic transaction is the Chinese life-blood... and it's unrealistic to expect China to go against their own self-interests. The best that can be hoped for... is a sanctions abstention vote. From a strategic point of view, China actually benefits from the Iranian stance. In a bizarre way... this puts a check on US and European economic dominance. But the question remains... how long can China live with the emergence of the Iranian ballistic missile technology. That... I suspect the Chinese must answer, sooner or later.
