Israel: Palestinians to blame for stalled peace talks
Report: Top PA negotiator says peace talks will resume after complete settlement freeze.

The officials added that U.S. special Mideast envoy George Mitchell might pressure Israel to advance negotiations by threatening to cut loan guarantees.
The Palestinian Authority has rejected U.S. Secretary of State Hillary Clinton's call to renew Israeli-Palestinian negotiations without preconditions, French news agency AFP reported on Saturday.
Chief Palestinian negotiator Saeb Erekat emphasized that peace talks will only resume if Israel implements a complete freeze on settlement construction, including in Jerusalem.
On Friday, the Obama administration and Jordan laid out a new tack in Mideast peace efforts, pressing Israel and the Palestinians to take on the tough issues of borders for a Palestinian state and the status of Jerusalem before addressing other obstacles.
"A resumption of peace talks requires the complete halt of settlements," AFP quoted Erekat as saying.
Erekat also said peace talks should continue from the point where they were stopped in December 2008.
Clinton and Jordanian Foreign Minister Nasser Judeh said that dealing with those matters first would eliminate Palestinian concerns about continued construction of Jewish settlements in disputed areas. Clinton and Judeh said negotiations should begin as soon as possible and be bound by deadlines.
"Resolving borders resolves settlements, resolving Jerusalem resolves settlements. I think we need to lift our sights and instead of looking down at the trees, we need to look at the forest," Clinton said after meeting Judeh at the State Department.
"We are working with the Israelis, the Palestinian Authority, Jordan and the Arab states to take the steps needed to re-launch negotiations as soon as possible and without preconditions, which is in the interests of everyone in the region," Clinton added.
Peace efforts in the past have tended to focus on broader issues, including settlements, the fate of Palestinian refugees and water, with even more contentious matters like borders and Jerusalem being left for so-called final status talks.
The Jordanian foreign minister said in a joint press conference after their meeting, "If you resolve the question of borders then you automatically resolve not only settlements and Jerusalem but you identify the nature on the ground of the two-state solution and [what] it looks like."
Both Clinton and Judeh spoke out against new Israeli housing construction in east Jerusalem, which the Palestinians claim as their capital, saying it was damaging to the process.
"We believe it is possible to realize the aspirations of both Israelis and Palestinians for Jerusalem and safeguard its status as a symbol of the three great religions for all people," Clinton said.
Their comments came as the Obama administration's special Mideast peace envoy, George Mitchell, prepares to visit Europe next week and Israel and the Palestinian territories later this month to try to re-launch stalled negotiations.
Mitchell will visit Paris and Brussels first to build support for the approach from European officials.
When he travels to the region, Mitchell is expected to be carrying letters of guarantees outlining the U.S. position.
The letters are likely to contain gestures to both sides. For the Palestinians, that would include criticism of settlements and the belief that the borders that existed before the 1967 Six-Day War should be the basis of a future peace deal.
For the Israelis, they would acknowledge that post-1967 demographic changes on the ground must be taken into account, meaning that Israel would be able to keep some settlements.
Clinton did not address the letters in her remarks. But she said the administration wanted a resolution that meets both the Palestinian goal of a clearly defined and viable state based on the borders that existed before the 1967 war with agreed swaps and the Israeli goal of security within boundaries that reflect subsequent developments.
"There is a hunger for a resolution of this matter, a two-state solution that would rebuke the terrorists and the naysayers, that would give the Palestinians a legitimate state for their own aspirations and would give the Israelis the security they deserve to have," Clinton said.
"This is a year of renewed commitment and increased effort towards what we see as an imperative goal for the region and the world." Clinton said.
After meeting with Judeh, Clinton was to see Egyptian Foreign Minister Ahmed Aboul Gheit and intelligence chief Omar Suleiman to continue the discussions.
Egypt and Jordan are essential to the peace push as they are Israel's only Arab neighbors to have fully recognized the Jewish state.
Judeh said it was essential that once they resume, the negotiations must be bound by a timeline and a clear plan with benchmarks.
"You cannot just have another open-ended process," he said. "Some deadlines have to be put on the table and these deadlines help to serve the parties rather than present obstacles in the path to peace. They help the parties put things in the right timeframe and the right perspective."

Pappe is a well known expert on his chosen subject. He has published several other books on the Middle East: -A History of Modern Palestine; -The Modern Middle East; -The Israel Palestine/Question. He is Chair of History at the University of Exeter. He is very respected for his work, at least among serious scholars in the Anglo-saxon world. If not among virulent zionists. UN 181 was a GA resolution, but when it passed it was referred to the Security Council to determine if during the transitional period the situation in Palestine constituted a threat to peace, and, if so, whether the SC should supplement the authorization of the GA by taking measures under articles 39 and 41 of the charter. The SC did so invoking article 39 to stop any attempt to alter by force the resolution. It is irrelevant that Arabs rejected the resolution. Israel did not. On 14 May 1948, when Israel declared statehood under UN resolution 181 it declared that sovereignty within precisely delineated borders as spelled out in meticulous detail in Part II of the resolution. UN 181 was activated when Israel declared statehood. I did not mention international law, so your comments on that subject are not relevant
The Palestinians are correct Israel should withdraw from the Westbank and Jerusalem 100%. As far as the occupation is concerned Israel is 100% wrong and 100% hypocrite. Whether the Pals like the US or not, the Americans are the only brokers that can work- as Israel ignores everyone else. Best they start on final status talks with this US administration who are likely to be as sympathetic as any. The Palestinians will never negotiate in good faith. Both Fatah and Hamas will never recognize a Jewish State called Israel no matter what its'borders. Under the Road Map 2003 Israel signed agreement to freeze ALL settlement construction including Natural growth in accordance with the Mitchell report. Israel has also been told countless times East Jerusalem is Occupied Territory and therefore colonizing it is illegal as is its annexation viewed as illegal under the International law of the principle of inadmissibility that territory taken by force cannot be retained. What part of the above does Israel NOT understand? Erekat is asking Israel to abide by its aggreements and International Law.

The arabs don't want peace talks because talks will eventually result in a peace agreement with Israel. There is no room for peace with Israel and the recognition of the Nation of Israel. The charters of all arab organizations calls for the extermination of the Jews and the State of Israel. Until the arabs join the 21st century and admit to themselves that Israel is a fact they will not go to the peace table. They will always have an excuse for not talking peace. Therefore they leave Israel no other alternative but for Israel to grow within it's normal population expansion and need of it's citizens.

Should they be ordered to freeze the growth of their communities in order for there to be no demographic changes until the issues over borders are resolved? Palestinians should hold out and get stronger, Hamas needs to import better weapons, such as stinger missiles and scuds. West Bank needs to start smuggling weapons in from Jordan finally. Mr. Obama insisted that Israel suspend settlement construction before negotiations. On that basis Mr. Abbas was emboldened to follow suit. Netanyahu said no and Obama blinked. He now expects Abbas to back down, yet again. Obama had earlier asked(?) Abbas to postpone discussion of the Goldstone report. He did, at serious political cost. Abbas may appear stubborn, but why should he be negotiating about settlements while Israel continues building them, as happened with leaders from Barak to Olmert? We all knew forty years ago that the day would come when Israel and their supporters would argue that "demographic changes" make it impossible to close or reduce settlements. The demographic changes were intentionally created by Israel against world opinion and international law. If USA cannot offer leadership, including putting a leash on Israel, it should butt out and let the UN conduct these negotiations.

Abbas knows full well that Bibi cannot deliver anything more than a 10 month freeze in Judea & Samaria and the completion of projects already started and the minute he even talks about the idea of a freeze in Jerusalem he will loose his coalition. If we have an election even if she invites the arabs to join her she couldn't get a coalition & she would find herself minority in Kadima willing to accept those demands. She certainly wouldn't need to worry about loosing her job at primaries she wouldn't have a party to lead. Barak also has no chance of delivering the goods that Obama & Abbas wants. The Geneva Convention was agreed to after the Europeans forcibly transferred millions of Germans out of East Prussia and Silesia. Millions of other Europeans were similarly displaced as a result of the War (WW2). The Geneva Convention is a hypocritical document. It does not apply when a country is fighting to avoid extermination, as Israel was in 1948, 1967 and 1973. Arab apologists only want to apply international law to the Israelis.

None of the agreements that Israel has signed with the Palestinian Arabs since 1993 have ever committed Israel to suspend building in the disputed territories. All of them have commetted the Palestinian Arabs to end violence and incitement against Israel. UN resolution 181 determined the borders of Israel. With the Israeli declaration of statehood, the Mandate expired. Please take notes.

A bit of information and education regarding palestinians whouldn't do you and many other people any harm... A very large majority of palestinians are laic and nothing to do with Jihadists. Muslim palestinian students go to christian schools for instance. This is by the way what Arafat offered as a palestinian state where muslims, jews and christians would live together. Many times the Palestinians have participated in American sponsored peace talks, which went nowhere and acted as a cover for Israels constant expansion. America has done this a number of times, along with providing Israel with tens of billions of dollars for weapons, unlimited political support and additional financial support. The British and its Empire created Trans Jordan which was nearly all of the available land at the time, so it was the British who created the problems like they did all over the world. Just to remind you, the UN resolution of 1947 regarding the borders, have been adopted by Israel and rejected by the Arabs. The Arabs initiated a war against Israel, they lost the war and with it they lost also some territories. War is not children game and there are consequences for aggression. The same is applied to the territories Israel conquered in 1967. But Israel is generous enough and is willing to concede some of these territories.
The Palestinian leadership is afraid of the responsibility to run a state. A government is required to take care of its citizens and provide them with many services and the Palestinian leadership finds it difficult to accomplish. It is much easier to whine and blame Israel for all the miseries of the Palestinians.

Israel actually set their own borders in May of 1948 and they were accepted by all countries except those in the Middle East. Thats why Israel NEEDS a negotiated peace. Abbas should declare they will negotiate but only under the provisions of Int. Law. Yes! The borders were defined by the UN in 1947 AND ACCEPTED BY ISRAEL. The war of 1967 was an illegal modification of those borders. The Palestinians are willing to swap land with Israel, to give as well as take. But Israel has refused to even consider the Palestinian proposal. It is time to insist that Israel engage with Palestine and negotiate a solution to the border problem. Once the sovereign state of Palestine is established and its borders clearly defined, all other problems can be solved by negotiations between EQUAL states. But until Israel aknowledges the sovereign state of Palestine, none of the problems of the past 60 years can be dealt with and the world is stuck with the same old same old. Why postpone discussions on the borders and Jerusalem if these core issues are correlated to the development of existing settlements and all the inhabitants of this region's future? When two states are now the realization of most people concerning this region, then it's important to delineate what was intended decades ago in this area, and the sooner the better for both Israelis and Palestinians to coexist in peace and global peace.
No need to shrink settlements, just need to include the settlements and the Jewish minority in the new Palestinian state, Have the Arab's take over 24/7 security in the A&B regions and create an integrated police force for the C regions. Israel has to withdraw to the 1967 borders -- if she can arrange some side deal with Palestine over territory, great, but that can't be a condition. That's the deal -- in the real world. It's not what I would prefer, but that IS the deal. It's there. Israel just has to accept it. There are too many forces acting against the freezing of settlements. In practical terms they can't be frozen. Settlements are a side issue, a reason for the Palestinians to avoid negotiating. The settlements are just a manifestation the fact that there is no agreement on borders. And if you can't get agreement on borders then the dispute goes on and on and on.
Even Mitchell is coming to the conclusions that the we the US will have to sanction Israel into submission.
