Israel offers to implement social service system for Palestinians

Israel says will create social services network for Palestinians offering projects for at-risk children.

Israel is offering to help create a social services network for the Palestinians that would be similar to the National Insurance Institute and offer projects for at-risk children, preschool education and care for people with disabilities, among other areas. Social Affairs Minister Isaac Herzog submitted an outline of a plan for cooperation with the Palestinian Authority to Quartet envoy Tony Blair this week.

Herzog discussed the issue with Blair two weeks ago and came away with the sense that Blair was highly motivated to pursue cooperation in social policy. Officials at Herzog's ministry are hoping that funding for the program will come from the European Union and international organizations.

Specific areas of cooperation have been defined at the Social Affairs Ministry. They include providing guidance, training social workers and drafting laws relating to programs for children at risk, including the establishment of centers for juvenile offenders and families going through divorce. Also on the table is assistance with community services for people with disabilities, promoting informal education frameworks and promoting volunteerism.

In his letter to Blair, Herzog noted that the International Labor Organization has recommended on several occasions the creation of a social security system for the Palestinians. He also offered Israeli assistance with vocational training and the encouragement of employment opportunities.

    In denouncing this proposal, you make it very clear that your goal is not to better the lives of Palestinians but to promote the destruction of Israel. If it were any other way, you would see this as a welcome gesture of peace. There was no mention in the article whatsoever of funds coming from any other country except Israel. Even if other countries were to fund it, what do you care? Gaza and the West Bank are already among the top 5 highest per-capita aid recipients. You would rather they get nothing than see Israel get good publicity, is that not so?

    He already put together the deal to drill for natural gas, large deposit off of the coast of Gaza, and UK company will do the project. this was already settled.

    your mind is so twisted, that you would prefer that palestinian children would rather suffer than to allow israel create social services network. you also bring in issue of taxes which are withheld from pa... did you read their charter?? any sane leader would do the same thing, however that isn't what the article is about, stupid. its about social services for poor children and your twisted mind can't comprehend this. you should seek help

    and watch it turn into Gaza. Pals will need help and cash to build. They will need investment and structure. The transition needs to be smooth and cause zero damage to either country.

    1. talking to Blair instead of the Palestinians 2. letting the EU pay for it instead of the occupying force i love those ideas - make the occupation a little more comfortable for the occupier and let the rest of the world pay.

    Israel also acts as the Palestinians tax collector. The problem is that Israel has a history of using those funds in a coercive manner against the Palestinian people. The taxes have become a bargaining chip on several occassions. Palestinians (and all others) are well advised to keep their internal affairs out of Israels control and influence. It doesn't take much research to see that Israel means to completely displace the Plaestinian people from their homes in the west bank as they previously did in Palestine.

    Both these proposals and the ones on economic development announced by PM Blair are essential for the development of Palestinian society. It is a truism that people who have no minimal economic and social security, will show no interest in real political reforms.
