Israel: EU official's 'occupation' remark casts pall on ties

During first speech in role, Baroness Ashton of Upholland reiterates EU opposition to security fence.

Government officials in Jerusalem harshly criticized the new European Union High Representative for Foreign Affairs and Security Policy, Catherine Ashton, for her scathing remarks about the "Israeli occupation" in her maiden speech.

Ashton on Tuesday leveled scathing criticism at Israeli policy in her first speech as the European Union's first high representative for foreign affairs and security policy.

The government officials in Jerusalem said they were surprised, dissatisfied and concerned that such a senior figure had expressed criticism before visiting Israel and learning the facts.

They said the remarks cast a pall over relations with the European Union, and that they were particularly angry that she had not welcomed the settlement construction freeze, as had her European colleagues.

The British stateswoman, who has also served as the Commissioner for Trade in the European Commission, said that in the EU's view, "East Jerusalem is occupied territory, together with the West Bank."

Ashton demanded that Israel immediately lift its blockade on the Gaza Strip, and reiterated that the union opposes the existence of the West Bank separation fence, as it opposes evictions of Palestinians from their homes in East Jerusalem.

The stateswoman, whose full title is Baroness Ashton of Upholland, also only defined Israel's partial freeze of West Bank settlement construction as a "first step," as opposed to the warmer description of the move by EU foreign ministers, who last week took "positive note" of it.

In her address to MEPs in Strasbourg, Ashton, who was only recently appointed to the new position, said she had spoken with Israelis, Palestinians and the U.S. Secretary of State about the role the Quartet of international mediators, and that of its special envoy to the region, Tony Blair.

Ashton said she had told Blair personally that, "The Quartet [a special group set up by the U.S., EU, UN and Russia] must demonstrate that it is worth the money, that it is capable of being reinvigorated."

Following her comments, a number of MEPs from the Liberal side of the house called for punitive measures against Israel, including the suspension of the EU's Association Agreement. Irish centre-left member Proinsias De Rossa, who visited the West Bank last week, called Israel's treatment of Palestinians a form of "apartheid."

This time it was neither the "infamous" Swedish president who pulled the EU toward an anti-Israel resolution, nor a "daydreaming judge" in Britain who issued an arrest warrant against an Israeli foreign minister. Criticism of Israel has become the language of choice in European discourse.

When the Israeli government offers new benefits to settlers, and peace talks with the Palestinians are deadlocked, even the superpower's long arm is helpless. Even former U.S. ambassador to Israel Martin Indyk, a devout Jew who serves as an external advisor to U.S. President Barack Obama, does not hide his chagrin with the settlements policy.

Indyk has recently told Haaretz in an interview that statements by figures like Minister without Portfolio Benny Begin, according to which settlement construction will continue despite the moratorium, are damaging to Israel's interests. He said these comments, as well as the decision to pump funds into isolated settlements, strengthen the impression that the declaration of the freeze is not worth the paper it is written on. He warned that Prime Minister Benjamin Netanyahu will pay a political price for the move, without gaining the benefits which it was intended to grant Israel in the international arena.

The interview with Indyk will be published in Haaretz's Sunday edition.

    One great unanswered question of UK politics - unanswered by Baroness Ashton, at least - is whether she received funds from the Soviet Union during her stint with the Campaign for Nuclear Disarmament. She has never come clean on the question, but it is widely supposed she was either a stooge or a knowing accomplice of the Kremlin. So far as I'm concerned, she has about as much honesty and credibility as she has good looks. MV

    Only internationally accepted laws governing war are UN resolutions and 4th Geneva Convention declaring Israel in violation for occupying Palestinian territory. The PLO changed its charter and recognized "State of Israel" in Sept 1993. Palestinians originated in Palestine, and predate Jews and Romans in Palestine. The New York University School of Medicine, and the National Academy of Sciences have discovered that Middle East Jewish men have common genetic signature with Palestinian, Syrian and Lebanese men, and not with any other non-Jews in the world.     taught me is that when someone reacts to expressions of concern about their actions that are causing them harm by lashing out, they are so deeply in denial that reasoning with them is impossible, and the only thing you can do is wait until their enablers get tired of having to give ever more support, with diminishing returns, and either stop giving more, or stop giving at all. Shortly after that, they'll hit bottom, at which point you can try and help them confront what it is that drove them to their self-destructive behaviour. It's not just the EU that opposes the West Bank security wall, the UN International Court of Justice, which represents the 192 members of the UN, has declared the wall to be illegal.     Ask ANY country in the world. Israel defined it's borders in their may 1948 letter to the UN. The borders Identified in that letter are Israels legal borders. The ONLY thing that can change the borders is agreement with the Occupied. Under International law Israel may NOT transfer their population to land in the occupied area. Since Israel has done this they are in violation of the law.     Perhaps this one of those reasons. Each time you go to Jerusalem you pass my house, which is close to the Tunnel Rd. Please bear in mind that this road was built on the land of my neighbours, but none of us are allowed to travel on it to Jerusalem! It was built only for Settlers, as were many more like it. How would you like to be classified as a second class citizen in your own land. Maybe you were born in Israel, though I doubt it. Settlements usually attract immigrants, not native Israeli's.

    1967, defensive war, land won, internationally acceptable under articles governing war, israel always asked to trade it back in return for full recognition of israel's legitimate right to exist, , arabs say no no no, we will never recognize israel. PLO was formed in 1964, 3 FULL yrs Prior to any so called 'occupation'. This land cannot be classified as palestinian as it was never theirs to begin with..it was as EVERYONE knows, egyptian and jordanian, and before that turk ottoman...and before that...etc..etc..but it was never palestinian as there are no palestinians...palestine was a historical reference given to jewish land by the romans. that's it folks..go home, turn off the lights, there is no occupation.     Others may call it a "Gypsies Warning". Its there, for Israel has been charged,judged and sentenced,a sign of the times. We live in a convoluted world, where economic disaster for most countries looms on the horizon. Oil and gas hikes are not to be taken lightly. EU commercial trade with the ME is vital. Israel, on the other hand cannot be forced into a situation of surrender or be banished forever by the EU. Gaza, the West Bank and the settlements are now an issue, which must be addressed by Jerusalem in a forthright and transparent manner.
