There are existing UN Security Council resolutions that allow for the deatinment and searching of ships in the Persian Gulf. Don't rely on sanctions, there needs to be a multi-naval interception and search of all Iranian ships. Sanctions do not work. Iran's air force and navy are very weak, the humiliation of such a naval interception would shake this undemocratic regime.

Anyone who thinks sanctions against Iran will work is dreaming. No matter how harsh the sanctions Iran will not pay attention to them. In the Iraq Iran war, the Iranians sent millions of children some as young as 6 years old armed with plastic keys to enter heaven when they get killed to walk through mine fields to clear them with their bodies.
