U.S. urges Arab states to drop Israel nuclear treaty demand
U.S. envoy to IAEA says resolution calling on Israel to sign the nuclear Non-Proliferation treaty would send a negative signal to Middle East peace talks.
By ReutersThe U.S. envoy to the UN atomic watchdog urged Arab states on Monday to withdraw a resolution calling on Israel to sign an anti-nuclear arms treaty, warning it would send a negative signal to Middle East peace talks.
Arab countries, backed by Iran, are seeking to build on a victory at an assembly meeting of the International Atomic Energy Agency last year when they narrowly won support for a
non-binding resolution calling on Israel to join the Non-Proliferation treaty.
They are expected to propose a similar text to this year's meeting of the 151-nation assembly starting on Sept. 20, diplomats say.
The United States says that zeroing in on Israel, widely believed to be the region's only nuclear power, could jeopardize an Egyptian-proposed conference in 2012 to discuss creating a Middle East free of weapons of mass destruction.
Glyn Davies, the U.S. ambassador to the IAEA, said it may also have an impact on the relaunched, U.S.-backed peace talks between Israel and the Palestinians.
"We need to send a positive impulse to that broader peace process, not a negative one," he told reporters on the sidelines of a meeting of the IAEA's 35-nation governing board, which takes place in the week before the assembly session.
Israel and the United States see Iran as the region's main nuclear proliferation threat, accusing it of seeking to develop atomic weapons. Tehran rejects the charge.
Israel has never confirmed or denied having atom bombs under a policy of ambiguity to deter its many regional foes.
It condemned last year's resolution urging it to accede to the 40-year-old nuclear NPT, saying it was backed by adversaries that question its right to exist.

Israel, which would have to forswear atomic arms and place all its nuclear facilities under the IAEA's watch if it signed the NPT, says full Middle East peace is a condition for it to join.
The United States alarmed Israel in May by backing Egypt's initiative for the 2012 conference, but the Obama administration has since pledged to keep the Jewish state from being singled out.
Davies said the priority was to make the 2012 conference possible and this would not happen by continuing to "bludgeon" one member state, referring to Israel.
"In order for 2012 to succeed all countries have to show up ... right now there is one country that has very little incentive to do that because of the way they are being made a
pariah in this process," he said.
"We have been working with the Arab League but also other partners to urge them to withdraw the Israeli nuclear capabilities resolution to spare the (IAEA assembly meeting) another fight," Davies added.

I don't know where Amb Glyn Davies and the U.S. administration have been hiding for the past 60+ years. Sheltering Israel from its own excesses and disregard for the fundamental norms of international law does not work. Never did, never will. The problem lies in Washington and not with Arab States.
Until middle of 1980s almost all Arab states day in day out threatened to throw Israelis into the sea. The last decade the flag has been taken over by a rogue state, called Iran that threatenes to wipe out Israel. Why is Iran a rogue state? It has two armies; one that is accountable to the Iranian Government and the parliament. Even if we do not like Ahmedinajad this is the way armies should work. Be under civilian authority! But Iran has another army with its Air, naval and ground forces- The Islamic Revolutionary Guards who answer only to the supreme religious figure, a non-elected(non-elected even in rigged elections). Now some want to put Iran in such a political system on the same scale with Israel that has a democratic system and an army which is dependent on the will of the civilian authority- the government and accountable to the parliament. It is so in Israel since its establishment in 1948. Even if I do not agree with the present Israeli government's policies the government has not even made a movement, a statement that can be interpreted as such a threat to others. I hope Israel never has to use such a weapon, if it already has as many as 100 as some foreign military analysts. Suggests. I have no idea if having the Nuclear ambiguity serves Israel or peace. Whatever.
Clipping remaining coupons of US credibility assuming that we still got it ,...
endangers peace? How can a world with less weapons endanger peace? Oh, right. Israel can arm itself to it's teeth, including with nukes" for a "deterrent", but Heaven forbid anyone else have the same rights.
Israel's facade?
Most of us in the free world are totally opposed to this disgusting campaign against Iran and the Iranian people. Just because Israel is paranoiac and wants to divert attention from its oppression of the Palestinians and human rights violations, doesn’t mean we have to support their quest for bombing a country that has done nothing wrong to them or anyone else. It is not Iran that’s the aggressive country in the ME. It is not Iran that has nuclear weapons in the ME. It is not Iran that should be boycotted but Israel.

Several years ago (when Clinton was President), an Iranian nuclear official prepared an op ed for the Los Angeles Times describing why Israel's policy was a strong contributor for maintaining stability in the region. His explanation is still correct.
Sounds like something to read, but how to find it?
This US explanation is absurd. Surely Israel would be more eager to make peace without its military superiority. And this superiority is mainly built on an absurd amount of nukes and other WMD's. On the other hand Arab countries and Turkey will develop nukes to limit Israel's regional dominance and constant efforts to destabilize the region. If the region wishes to be nuclear free, it means also Israel must give up its nukes.
The US understands that if the Arabs gave up their weapons there would be peace. If Israel gave up her weapons, it would be destroyed by the Arabs.
The assumption is that if she's just reassured enough, Israel will make peace -- that ultimately, she wants peace. No she doesn't. Peace would be profoundly threatening to Israel and would undermine the basis for her continued existence. Israel will only make peace when she is FORCED to. And the US is the only one who can FORCE Israel to sign on the dotted line. The Arabs can do anything at all -- it won't make Israel sign.
Israel signed successful peace treaties with Egypt and Jordan. Learn a bit of history before posting, perhaps?
Keep to your Irish/Scottish roots and look at your past history for answers: drinking and war with the English.
I hope the Arab states continue to press Israel to sign the NPT because that is the only way to negotiate a nuclear-free Middle East and prevent the current arms race from getting out of control.
.. is a prerequisite for any rights - to exist or otherwise.
Don't think Israel, think USA
Americans should be outraged at their government for its efforts to undermine the NPT as it doing by seeking special treatment for Israel. The Arab states should tell the US where it can shove its demands and continue their efforts towards the goal of all nations joining and complying with the NPT, something apparently the current US administration opposes.
Israel must never give up these weapons. Let the USA, England, France and other countrys that have these weapons give them up. Israel would be attacked by every Jew hating nation on earth if they gave them up. It is much harder to be blood thirsty murders while there is no one defending you. While as we have seen thru out history no law and mans heart will hate those who are weak. Israel is no longer weak. If you want to attack her the end result will be your destruction..
Good Idea!! "Isreal must never give up these weapons". Also Egypt and Saudia Arbia will develop this weopns in the coming 20 years. Then don't worry. USA & Isreal, the two arrogant countries will see this in the coming 20 years.
Dimona is now producing about 60 kilograms of fissile plutonium a year. That has been its capacity since Dimona's output was doubled in 1982. From 1967 to 1982, production was about half that level. Ergo, total cumulative production aggregates to about 2130 kilograms. Even if you account for reactor time devoted to tritium and lithium-6 production for the secondary, they still would have about 1800 kilograms. Using modern beryllium-reflected sphere together with levitated pit technology, they would need about six kilograms per weapon. (Plutonium has a half-life of 45,000 years, meaning that once it’s produced, it effectively lasts forever. Tritium has a half-life of 12.5 years and thus needs constant replenishment.) Ergo, Israel has accumulated enough fissile plutonium for 300 fusion weapons. That is similar to the number Great Britain and China each have in their inventory (350). And Israel is adding ten new weapons a year. Meanwhile, the U.S. and Russia have cut their stockpiles to one-tenth their high points. Israel is today the world’s fastest growing nuclear arsenal.
If Israel is allowed these privileges ... then why not the rest of the world ... They have the arrogance and audacity to make such requests !!!!
Pathetic ! Double standards aren´t helpful.Iran has signed both the treaty and the additional protocols * which by the way allow the use and development of nuclear energy for civilian use ) but an illegal embargo in imposed on the iranians. Israel has signed neither of the two nor has it ever allowed any inspections on its soil or nuclear facilities . Pax Americana. Or better said the USA the only country ever to use nuclear weapons against a civilian population lecturing on the world about what should be done and what is and is not counter productive. All nations should abide by international law.
There is no law forcing you to sign it.
Thanks that is precisely my point. Why Israel is refusing to do so ?
What kind of logic do these people have? In what sense could asking for a nuclear-free region a negative issue! Well, if Israel want peace then they should refrain from obtaining such weapons of mass destruction. Those who'd like to have peace with their neighbors shall prove their true willingness. And peace do not need anyone to have nuclear power otherwise it will be conceived as a threat. Thats why Israel could be seen as a threat!
Even the biggest hippie would arm himself with a nuclear weapon to keep them away.
Nice logic Bin Ladin. Israel is surrounded by the so-called "civilized world' who constantly threaten it with destruction and you see Israel as a threat. It as a threat to you because it is still there and survives your threats.
"In order for 2012 to succeed all countries have to show up ... right now there is one country that has very little incentive to do that because of the way they are being made a pariah in this process" \ Yes, Israel's policies of refusing to join the rest of the civilized world in signing the NPT is making Israel into a Pariah State.
You must live in an extreme Liberal state of mind. It is the fact that Israel has these weapons that no Pariah state goes into Israel and slaughters her. It is the weapons of mass destruction that hold your so called civilized states at bay.
the only threat Israel has faced in years comes from small groups armed with ak-47's, mortars, and an assortment of primitive and outdated rockets. The only other threat to it lately has been one of retaliation if it attacks Iran...one which came only IN RESPONSE to threats it's been making.
