How did U.S. groups react to Biden's condemnation of Israel?

U.S. VP slammed Israeli decision to approve East Jerusalem construction ahead of indirect peace talks.

U.S. Vice President Joe Biden's condemnation of Israel's plan to construct 1,600 new housing units in East Jerusalem was welcomed on Wednesday by advocacy groups and analysts who called for Israel to be held accountable for actions that undermine peace talks with the Palestinians.

The U.S. Campaign to End the Israeli Occupation (U.S. Campaign) lauded Biden's statement "condemning the decision by the government of Israel to advance planning for new housing units in East Jerusalem" and his promise that the United States will hold Israel "accountable for any statements or actions that inflame tensions or prejudice the outcome of talks."

According to Josh Ruebner, National Advocacy Director of the U.S. Campaign, "It's about time that the Obama administration is threatening to hold Israel accountable for obstructing U.S. policy goals to end illegal settlement expansion in the Israeli-occupied Palestinian West Bank and East Jerusalem and lift the illegal blockade of the Israeli-occupied Palestinian Gaza Strip."

"The Obama administration must move from warnings to concrete steps to hold Israel accountable for its ongoing defiance of U.S. policy goals and international law," Ruebner added. "The most appropriate way of holding Israel accountable would be to cut off the $3 billion in military aid to Israel proposed by President Obama in his FY2011 budget request."

Americans for Peace Now said: "The optimism has already dissipated. The declaration to build in East Jerusalem is a perfect example of what Israel cannot do if it wants to be taken as a serious negotiating partner. The fact that the declaration came during Joe Biden's visit to Israel only adds insult to injury. If the U.S. wants meaning progress, it must put real pressure on the two sides and present clear U.S. principles on the core issues."

Meanwhile, Haim Malka, deputy director and senior fellow in the Middle East Program at Center for Strategic and International Studies, said: "If Netanyahu is at all serious about talks with the Palestinian Authority, this will be just the beginning of his coalition woes. Meanwhile, the Israeli bilateral relationship with the United States has just become much more difficult. It is hard to remember a time when a senior U.S. official used the word 'condemn' to describe the actions of any ally, let alone a close ally such as Israel, but that is precisely what the vice president did."

Abraham Foxman, head of the Anti-Defamation League, called the timing of Israel's decision unfortunate but said it was not Biden's job to issue a condemnation. "The condemnation should have been issued by the State Department in Washington," said Foxman.

"By taking this erroneous step, Biden undermined the central purpose of his trip to Israel - strengthening the friendship and cooperation between Israel and the U.S. "

    Where to start...Well let's just settle for your claim that Foxman is the voice of American Jewry. What JStreet and several polls show is that there is a significant and perhaps even majority voice of US Jewry which is very dissatisfied with the actions of successive Israeli governments in terms of the OPT. While ADL and AIPAC have been successful for a long time with stifling these opposition voices, JStreet now provides this group with a platform. Hurrah!

    If Biden was embarassed by the declaration to buid in East Jerusalem then this was partially due to a miscalculation by the Obama administration by nailing its colours to the mast of complete sessation of building east of the green line.The US administration should have known that it is unwise to put preconditions to the negotiations especially if they are one sided conditions.For instance the Israeli government could have put its own conditions on starting the negotiations but wisely chose not to.The Obama administration has shown naivety if not also bias in its pronounciations and is now paying the price for it.Also Olmert and Abbas tried to negotiate peace but Syria and Hamas undermined it.It is likely that the same would happen again.Finally the indirect negotiations were planned to start with the full knowlege of no building frreze in Jerusalem.What is all the fuss about?

It is indeed a "slap in the face" of America, our President and Vice President...a "slap in the face" of the American people who have always supported Israel.     One of the sources for the article describes the activity as "illegal" settlement expansion. However nothing about this is illegal. It may be inconvenient or unwelcome by some, but it is not "illegal". If we start 100 years ago, the area was ruled by the Ottoman empire (it's remnants are now modern day Turkey). Then the British took over around WWI. Then the British gave the area to modern day Jordan. Then Jordan (even though Israel asked it not to) attacked Israel. In its defensive war, Israel won against Jordan. The west bank is not even "occupied" as that term is defined in the rules of war set up after WWII to deal with what Germany did in occupying Poland or what Iraq did in occupying Kuwait. Germany and Iraq were aggressors. The rules against occupation deal with preventing aggression. The rules "don't apply" (you have to be a lawyer to understand that distinction) to Israel because Israel was defending itself. Jordan doesn't want the land back, hence not illegal.

    This announcement was made during Biden's visit. I do not think it is a coincidence that it was made almost immediately after Biden's attempt to tie Israel's hands with respect to a strike againt Iranian nuclear facilities, while at the same time reneging on the strong sanctions that the US promised to impose against Iran. The US (and the world) continues to fiddle while Rome burns. The houses in East Jerusalem are moot compared to the real issue: stopping Iran from ever gaining nuclear capabilities.
