Actually 1701 has no reference to 242. It refers to Hezbo. You also seem to confuse the how and the what. The what is that Hezbo should dismantle. The hoe refers to how it is going to be done. Hezbullah is an internationally recognized terrorist group that is not allowed to carry arms (various international law, Lebanese law, as well as the simplistic 1701).

So a report by the UN which can be construed as placing any blame on any Arab is an act against Natural Law and a betrayal of the foundations of the UN - to make sure the boot is always on Israel's neck.
