Hamas: Shalit swap negotiations still ongoing

Hamas spokesman: No official decision made; Al-Arabiya: Hamas says Israel refuses to release 50 prisoners.

Senior Hamas officials on Tuesday said they would continue to discuss an Israeli proposal for a prisoner exchange deal that would free Israel Defense Forces soldier Gilad Shalit, after Al-Arabiya television reported the Islamist group had rejected the swap.

"The negotiations are still ongoing and continuing," Osama Hamdan, the Hamas spokesman in Beirut, said.

Hamdan and Mohammed al-Nasr, of Hamas' political bureau, both denied reports by Al-Arabiya satellite channel that the Islamist movement's leadership in Syria had rejected key details of the swap proposal.

He added that the movement remained in contact with the German negotiator shuttling between the Israeli government and Hamas officials.

A Hamas official in Damascus, speaking on condition of anonymity, likewise said the group's exiled political leaders in Damascus were in "continuous meetings" over a possible deal, which could see the release of hundreds of Palestinian prisoners in exchange for Shalit, who was abducted in a 2006 cross-border raid.

"In every prisoner [exchange] deal there are always negotiations until the last minute and both sides have to give their views," Hamdan said, declining to comment on his movement's stand on the details of the proposal.

Al-Nasr, in a statement sent to reporters, said the movement's leadership was still considering the proposal.

Senior Hamas officials Mahmoud al-Zahar and Khaled Meshal were expected to convene Tuesday in Damascus in order to decide whether to accept Israel's latest offer on the prisoner exchange deal.

Al-Arabiya reported earlier Tuesday that Hamas leaders in Damascus met for 12 hours, after which they decided to reject the deal, saying it was a step back from what had previously been agreed upon by the parties.

Dubai-based Al-Arabiya quoted Hamas sources as saying that Israel is delaying the completion of the Shalit deal by refusing to release 50 Hamas officials it holds in its jails.

Prime Minister Benjamin Netanyahu and Egyptian President Hosni Mubarak on Tuesday discussed the negotiations to swap hundreds of Palestinian prisoners for Shalit, who has been held in the Hamas-ruled Gaza Strip for more than three years.

At the center of Israel's demands is an insistence that between 100 and 130 of the Palestinian prisoners who are to be released in exchange for Shalit - individuals convicted of direct responsibility for the deaths of Israelis - will be expelled to the Gaza Strip or abroad and barred from returning to the West Bank.

However, Hamas is insisting that all freed prisoners be allowed to return to their homes.

The IDF took no "pleasure" in the killing, in fact the IDF even called people in the areas they were going to attack to minimize civilian injuries. The Hamas response: was to send women and children on the roofs of those buildings. Hamas just loves its people...as human shields. Israel waited to attack, it was only after over 8000 rockets were fired at Israeli civilians...something that seems to bother you except when they're Jewish that is... and the murder and kidnapping of their soldiers that they responded. What other country would have waited so long and absorbed such enormous punishment before responding? Name One. Heck you guys (and gals) whine at just the "announcement" of building apartments in Jerusalem. You are very consistent though, in twisting the facts!

    The Hamas decision is right, WHY should prisoners be expelled to Gaza ( too small to accommodate non Gazans, and already a large open PRISON). Should Gilad Shalitt be expelled to France?, of course NOT but to his parents, as should be the case for ALL the others.

    Israel enjoyed its national past-time: watching the death of hundreds of innocent children in Gaza. Israel's prisons are filled with thousands of Palestinian suspects who will never stand before a judge (prisons are good business and good money for a lot of Israeli Jews). When it comes down to it, so what if Shalit rots in captivity? Israel still wins!

    In the Gaza op, Israel took pleasure in killing over 1000 Palestinians. Giving up one IDF man is a small price to pay for such a nice return. Also, Israel gets to keep all their Palestinian prisoners, saving them the trouble of filling their jails again.

    With experience of negotiations in the security (lets leave it at that) I can safely say that the the media have exaggerated so much, pre-empted outcomes, conflicted reports and damaged the negotiations every single time - our negotiating partners think we are saying one thing to them and another thing to the papers - meaning Israel is dishonest. Maybe next time the media will actually wait before sounding off rumours.

    When this issue first came up, again, I stated it would fail. Hamas trots this out a couple of times a year to get PR value out of it, then of course blames Israel for the failure. As a PR tool Shalit is an invaluable asset to Hamas so they really don't want to let him go. They get worldwide publicity each time and if they make deal all that is over with. So Hamas always finds some lame excuse NOT to go through with it. Heck they already have gotten over month of PR. They never really negotiate. Any fair minded person would say the total of 495 Pals for 1 IDF soldier, including 130 (mostly murderers) of the 495 that can't come to the WB but can go to Gaza or abroad, is more than fair. Look for this to come up again by summer 2010 and more of the same. My condolences go out his relatives who have had their hopes smashed over and over again.

The interest of the latter is in getting their people back; the interest of the former is in increasaing their prestige.

    or 2 of the released prisoners then go and kills a a israeli child - was it worth it then to have your son released? - I know it's tough but you live in a tough part of the world and serious sacrifices have to be made if israel is to remain a jewish country. a Line needs to be drawn in the sand with hamas in regards with what they can get away with - next time they'll ask for 200 prisoners and with jewish blood on their hands
