The Defense Ministry began setting up caravans on Monday morning for Israeli settlers slated to be evacuated from the Ulpana Hill outpost in the West Bank settlement of Beit El, after Deputy Attorney General Mike Balas waived the need for building permits, citing the "urgent and immediate military need" to put up the temporary housing as quickly as possible.
