Government officials: Har Homa row sparked by 'two bureaucrats'
Housing Min. bureaucrats unintentionaly set off crisis between Israel, PA when they signed tender for construction in E. J'lem neighborhood.
By Barak Ravid Tags: Palestinian Authority East JerusalemTwo Housing Ministry bureaucrats unintentionaly set off a crisis between Israel and the Palestinian Authority - as well as international condemnation of Israel - when they signed a tender last week for the construction of 307 housing units in East Jerusalem's Har Homa neighborhood, Israeli officials said Thursday.
"This affair has sabotaged negotiations and cast a shadow on the international donor states meeting next week," a senior government official told Haaretz. "Because of a miserably timed, rash bureaucratic decision, we must prove anew that we are serious."
Officials said that civil servants Sarah Zimmerman and Dubi Gal, who had approved the tender, had no idea it would provoke such a row.
"In past years, Zimmerman was even accused of delaying issuing of construction permits," a Ministry of Housing and Construction official said. "As far as they were concerned, it was just another tender."
Since the crisis began last week, Israel has been condemned by the U.S., UN and EU for okaying the plan to build in East Jerusalem, construction Palestinians see as undermining their goal of turning that part of the city into the future capital of a Palestinian state.

Jerusalem municipal boundaries overlap with green line which is both object of past annexations and future negotiations whether you like it or not. I find it interesting that the Israel government has NOT rescinded the tender and has not fired the two "bureaucrats" and the housing minister. After my long years in business I can smell a cover-up 10,000 KM away. If an organization isn't willing to severely discipline the leadership in addition to the mid level and low level people, it just means that everything was done exactly as was intended, but the organization just got caught and needed to come up with a way to "paper over" the incident so things could go back to normal as quickly as possible. The reality is the raping of Har Homa was not a mistake but deliberate policy from the highest levels of the Israeli government. The problem for Israel was only the timing, not the action, from the Israel point of view.

In numerous attempts to seizure this or another East Jerusalem tract the government keeps low profile, and the operation looks like some private moskowitz-or ateret-cohanim-like body taking possession of land with the support of the IDF. If the affair starts stinking, the govn't orders retreat and washes its hands. Har Homa affair started stinking internationally years before first stone was laid in 1997, and not one was laid without Bibi govn'ts expedient push and control. It is totally ridiculous that Israel resorted to 2 scapegoats after this tender has been trying US's patience for entire week??!! Arabs are building on Jewish owned land and the government is looking the other way around. You may not realize it, by even in the 19 century, the majority population in Jerusalem (Old, there was no New Jerusalem then) were the Jews. So called east Jerusalem was ethnically cleansed of Jews in 1948 and their property was stolen by the Arabs.
