Germany agrees to open Holocaust records for use by historians, survivors

Records on some 17 million Jews and enslaved laborers who were persecuted and killed by Nazis will be opened.

WASHINGTON - Germany said Tuesday it would help clear the way for opening records on 17 million Jews and other victims of the Nazis, a major step toward ending a long battle over access to a vast and detailed look into the Holocaust.

German Justice Minister Brigitte Zypries said her country would work with the United States to assure the opening of the archives, which are held in the German town of Bad Arolsen, and allow historians and survivors access to some 30 million to 50 million documents.

Until now, Germany had resisted providing access to the archives, citing privacy considerations.

The dramatic announcement, made at the U.S. Holocaust Museum, came after a 20-year effort by the museum and some other countries to get the archives opened. Negotiations intensified in the past four or five years and took on even greater momentum in the past two years, said Arthur Berger, spokesman for the museum.

In a meeting Tuesday with museum director Sarah Bloomfield, Zypries said Germany had changed its position and would seek immediate revision of an 11-nation accord that governs the archives. The 10 other countries also must agree if the records are to be opened, a process she said should take no more than six months.

Edward B. O'Donnell Jr., the State Department's special envoy for Holocaust issues, said he was encouraged, but he added: "We still have negotiations to do."

The next step is a meeting in Luxembourg on May 15, when all 11 countries would have to reach consensus. In some instances, parliaments would have to approve the archives' opening as well.

Opening the archives would enable many survivors and families of victims of the Nazis to learn with more certainty what happened to their relatives.

"We are losing the survivors, and anti-Semitism is on the rise, so this move could not be more timely," Bloomfield said in an interview.

She said the move was "something of moral and historical importance in a critical time."

"Overall, it makes it possible to learn a lot more about the fate of individuals and to learn a lot more about the Holocaust itself - concentration camps, deportations, slave-enforced labor and displaced persons," Paul Shapiro, director of the museum's center for advanced holocaust studies, said in a separate interview.

Speaking in German, Zypries said, "We now agree to open the data in Bad Arolsen in Germany. We now assume the data will be safeguarded by those countries that copy the material and use it, and now that we have made this decision we want to move forward." Her remarks were translated into English for reporters.

Germany's privacy law is among the most restrictive among the 11 countries, Shapiro said. Remaining safeguards, he said, might limit duplicating a document or prevent using the name of someone cited without the person's permission, he said.

Dissemination through the Internet also may be tightly restrained. However, privacy laws of the other countries will now prevail, he said. Most are less restrictive than Germany's.

Bloomfield called the decision "a great step, a really important step." She said, "I will be completely thrilled when I get the material in the archives."

For 60 years, the International Committee of the Red Cross has used the archived documents to trace missing and dead Jews and forced laborers, who were systematically persecuted by Nazi Germany and its confederates across central and eastern Europe before and during World War II.

But the archives have remained off-limits to historians and the public.

ICRC spokesman Antonella Notari said that body is not on the 11-member decision-making panel and is not against opening the archives but believes personal information needs to be treated carefully. The international body opened its own archives a decade ago, she said.

"It should definitely be open for historical research, and there are ways to do that with respect for personal data," said Notari, chief spokeswoman of the ICRC in Geneva.

Besides Germany and the United States, the other countries involved are Belgium, Britain, France, Greece, Israel, Italy, Luxembourg, the Netherlands and Poland.

    Hey Sam I wouldn't be a suicide bomber either, but this issue has to do with Germany and the Jews. But do you have to knock Arabs and Iranians. The only suicide bombers that we hear about the ones that have been occupied for 60 yrs. Your kind cant do anything to the Germans for what they did to your family so you think its Ok to take it out on Arabs. If it was not for the Germans we would not have such a problem in the mid east. You seem to me you do not want to associat with arabs but you want to claim their homes as yours. PS Arabs can be christians,jews or Muslims. The ones that do suicide are miss guided, and should not be classified as if all Arabs are like them. Anyway maybe one day the Israelis will come around, open up the records and give money to the Palistinians. Nukes should not be in any ones hands. There were less than that number in the German occupied teritories." - Gabrielle Jews sometimes forget that far more people than just Jews were targets of the work and death camps. It is unclear (and perhaps these records will help resolve the ambiguity) whether Jews outnumbered the other victims or not. Jews were certainly the largest group of victims.

    For many years, i have been saying that usually "Secret" means "Embarrassing." The current regime here in the US has been very busy reclassifying documents which have been declassified for decades, and even generations. Those documents seem, from what researchers who have noticed they were being reclassified, have said, share one thing in common. They are embarrassing to the agencies who want them reclassified. I can understand why Germans would be embarrassed by the Holocaust, even if they had nothing to do with it. Heck, I'm embarrassed that the men now running the US government are willing to commit mass murder for profit. But it is about time that the records be open. "Privacy"? How do you interfere with the privacy of someone Hitler's henchmen murdered? I thank Germany for a sensible step.

    Out of about 50 European members of my family only two survived. But I'll never be a suicide bomber against Germany or strike a German for something his parents did.     Thank you for your post. 1. I think it is every human being that counts. 2. Speaking about percentages: Poland lost 20% of its citizens (half of that being Jewish), no other country suffered such losses during the WWII. 3. I did not want to belittle suffering of Jews, but believe me, it seems from my perspective that too often Jews want to belittle sufferings of others. Best regards K.

    On the ADL site there is a page called internet rumors. If you click on it it will tell you that it is untrue that the Red Cross has blocked Israel's membership. They have supported it, but because of a Geneva convention rule, Magen David cannot use the Star of David if it affiliates with the Red Cross. The Red Cross supports the use of the Star of David, but doesn't have the authority to change the Geneva convention. That's my understanding of it, anyway.

    While the response of the ICRC as regards the records may be OK, its record during the Holocaust was beyond shameful as even the organisation itself admits on its website. That it failed to admit Israel as a member for many decades only compounds its guilt.

    The Nazis could never have achieved what they did without the almost complete and willing co-operation of occupied Europe. Even in nations where the non-Jewish citizens had every reason to hate the Nazis they hated the Jews even more and acted accordingly.     The archive is open to survivors or the close relatives of the victims since it was founded as its primary purpose was and is to reunite families or to confirm times of incarceration. The data are those of the concentration camps and other places under the command of the SS (except those files that were destroyed). Besides deported Jews and other concentration camp inmates, POWs are the main people these data refer to. See the website http://english.its-arolsen.org/ They write: The ITS holds a great quantity of extremely sensitive personal data, such as information about hereditary diseases, pseudo-medical experiments, categories of reasons for arrest (such as murderer, homosexual among others), illegitimate children etc. So I think it is quite obvious that not everyone should have unlimited access to these files.

    Since there were nowhere close to 17 million Jews in Europe, not even half that number, everybody knows that bad grammar notwithstanding, the numeral didn't refer to the Jewish victims alone. As to others suffering more? Pray, who? While others, Russians and Germans ended loosing, in absolute numbers, far larger number of people in the war, however, none lost about 90% of its total population and had its entire culture wiped out. Not even close. Poland, the land you're from had lost 3 million Poles and 3 million Jews out of over 30 million Poles and 3.5 million Jews. That's 10% of Polish population and almost 86% of Jewish. If China were to loose today 50 million people and Poland 35 million, would you consider Chinese casualties to be worse?

    Not least because it may give a clue of what happened to peoples loved ones. Also hopefully with the historical documents from Yad Vashem, the lie that the Holocaust never occured can be laid to rest for good. A pity the Red Cross could not have been more co-operative. There is bound to be painful times for relatives when they see names of loved ones catalogued simply because of their faith. An important moment I think.

    He could care less about facts. All that matters is that the infidel is on Muslim land and they will not rest until all Muslim land is free from Infidels. And you can understand that Earth is all land that Muslims will free from the infidel. I wonder if China and Russia realize what they are helping them achieve. The solution is to commit to a major effort to leace oil in the dustbin of history. Technology exist today to supplant gasoline for cars but the world needs a major effort to rid ourselves of our dependence on oil so that the arabs can return to their bedion ways since they have hardly invested in anything in their own countries.

Those who read only headlines may think that only Jews were forced to work for the Third Reich (and come to an absurd conclusion, that 11 million of them survived). I am sorry to say this, but for me it has something to do with monopolization of suffering by Jews. With best regards K.
