Gates: Israel doesn't pose nuclear threat like Iran

Iran says findings of U.S. intelligence report clearly indicate the use of espionage by the U.S.

U.S. Defense Secretary Robert Gates defended Israel's reputed nuclear program on Saturday, saying Israel did not seek to destroy its neighbors or support terrorism, unlike Iran.

Asked at an international security conference in Bahrain on Saturday whether he thought Israel's nuclear program posed a threat to the region, Gates replied: "No, I do not."

The statement was greeted by laughter from a room filled with government officials from Middle Eastern countries.

Israel is widely assumed to have the region's only atomic arsenal, but refuses to confirm or deny it. Washington has long avoided pressing Israel to go public with its capabilities.

Gates did not specifically mention Israel's nuclear weapons or arsenal, but responded to questions about its "nuclear program" -- giving the Pentagon chief room to dismiss any suggestion that he implicitly confirmed the existence of nuclear weapons in Israel.

He dismissed the allegation that the United States applied a double standard on the nuclear issue by supporting Israel while calling for Iran to abandon its enrichment activities, which Tehran says are for peaceful purposes.

"Israel is not training terrorists to subvert its neighbours. It has not shipped weapons into a place like Iraq to kill thousands of innocent civilians covertly," Gates said.

"It has not threatened to destroy any of its neighbours. It is not trying to destabilise the government of Lebanon.

"So I think there are significant differences in terms of both the history and the behaviour of the Iranian and Israeli governments. I understand there is a difference of view on that," he said.

Iran denies U.S. allegations that it has armed, trained and funded Shi'ite militias in Iraq, blaming the violence in Iraq on the U.S.-led invasion to topple Saddam Hussein in 2003.

A year ago, Gates first angered Israelis during testimony to the U.S. Congress by including Israel in a list of nuclear-armed countries in the regions around Iran to explain why Tehran might have sought the means to build an atomic bomb. He has not publicly discussed it since.

The letter, submitted to the Swiss embassy in Tehran which handles U.S. interests in the country, was in reaction to the U.S. intelligence report published last Monday, which concluded that Iran had actually stopped atomic weapons development in 2003.

"The ministry submitted a letter to the Swiss embassy in Tehran ... demanding explanations over America's espionage on Iran's nuclear case," Foreign Minister Manouchehr Mottaki was quoted as saying by IRNA.

Gates: Gulf States must demand Iran come clean on nuclear programPersian Gulf nations must demand that Iran come clean about its past nuclear ambitions and openly vow to not develop such weapons in the future, Gates said Saturday.

In a broad call to diplomatic arms, Gates exhorted leaders from the Gulf to band together to force Iran to stop its uranium enrichment program and to help the fragile Iraqi government.

"Everywhere you turn, it is the policy of Iran to foment instability and chaos, no matter the strategic value or cost in the blood of innocents - Christians, Jews and Muslims alike," Gates said in a keynote address at the Manama Conference in Bahrain. "There can be little doubt that their destabilizing foreign policies are a threat to the interests of the United States, to the interests of every country in the Middle East, and to the interests of all countries within the range of the ballistic missiles Iran is developing."

And in a sarcastic riff, he goaded Iran to acknowledge its bad behavior - from arming terrorists in Iraq to its support for militant organizations like Hezbollah and Hamas.

Asked if the United States would be willing to sit down and talk with Iran, Gates said the behavior of the "new leadership of Iran has not given one confidence that a dialogue would be productive."

Noting that Iran embraced the recent U.S. intelligence report, Gates said Iran should accept that all other intelligence conclusions about its conduct are true. When the report came out earlier this week, Iranian President Mahmoud Ahmadinejad hailed it as a declaration of victory for his country.

"In reality, you cannot pick and choose only the conclusions you like of this National Intelligence Estimate," Gates said. "Since that government now acknowledges the quality of American intelligence assessments, I assume that it also will embrace as valid American intelligence assessments of its funding and training of militia groups in Iraq."

Gates said Iran should also acknowledge it delivers weapons to terrorists in Iraq and Afghanistan, supports terror groups and continues to develop ballistic missiles that could be used to carry weapons of mass destruction.

Gates' rebukes didn't reach any Iranian ears directly, since Iran decided at the last moment not to attend the gathering, organized by the London-based International Institute for Strategic Studies.

While Gates used the intelligence estimate as a hammer against Iran here, the report has bruised the Bush administration. The findings were in stark contrast to a 2005 estimate that said Tehran was continuing its weapons development.

And it flies in the face of U.S. President George W. Bush's rhetoric on Iran, such as when he said in October that people interested in avoiding World War III should be working to prevent Iran from having the knowledge needed to make a nuclear weapon.

The administration has acknowledged that the report may make it harder to build international support to persuade Iran to give up its uranium enrichment program.

Gates' speech followed efforts by U.S. Secretary of State Condoleezza Rice to press for new sanctions against Iran.

Rice asserted Friday in Brussels, Belgium, that Washington would continue pressing for new sanctions against Iran while holding talks to convince Tehran to come clean about its nuclear program.

But Russia ignored her calls to punish Iran. Despite continued support from NATO and other European allies, Rice was unable to convince Russian Foreign Minister Sergey Lavrov that fresh sanctions were urgently needed.

Rice said her talks with Lavrov were an extension of other conversations we have had, suggesting the two didn't see eye to eye.

Gates, in his speech, pressed Gulf nations to back sanctions to force Iran to suspend enrichment, and to demand that Iran openly affirm that it does not intend to develop nuclear weapons in the future.

"In a complex region where partnerships do not come easy," Gates said the countries need to pull together and develop regional air and missile defense systems.

Gates ended his speech with a grim warning against underestimating the United States.

"Some countries," he said, may believe our resolve has been corroded by the challenges we face at home and abroad. This would be a grave misconception."

"Nazi Germany, Imperial Japan, Fascist Italy and the former Soviet Union all made that miscalculation," Gates said. "All paid the price. All are on the ash heap of history."

Gates' stop in Bahrain is the last stop on a frenetic, weeklong tour of the region, which included meetings with military commanders on the battlefields in Iraq and Afghanistan.

Der Spiegel magazine quoted Bolton on Saturday as saying the aim of the U.S. National Intelligence Estimate (NIE), contradicting his and President George W. Bush's own oft-stated position, was not to provide the latest intelligence on Iran.

"This is politics disguised as intelligence," Bolton was quoted as saying in an article appearing in next week's edition.

Bolton described the NIE, released on Monday, as a "quasi-putsch" by the agencies, Der Spiegel said.

Bolton has long criticized Mohamed ElBaradei, head of the Vienna-based U.N. International Atomic Energy Agency (IAEA), for refusing to declare that there was hard evidence Tehran was trying to develop nuclear weapons.

Earlier this year Bolton said: "Regime change or the use of force are the only available options to prevent Iran from getting a nuclear weapons capability, if they want it."

But then, that's part of a politician's training: a non-politician would have had to put a napkin in front of his face to avoid showing his giggles. Presumably his words were intended for domestic American political purposes: keep the war drums beating softly so that when needed they can quickly be brought to a crescendo. He comes from a nation that is pretty isolated from immediate military threats and yet Oz allocates 2% of its GDP for its military (compared to China's "official" budget of 1.35%). Is the Oz military arsenal a THREAT to the region? Of course not, stupid! In the Oz White Paper for the military services, one of its stated PRIMARY aim is to DETER or DEFEAT any external threat. This was recently REINTERATED in a major security review. Israel, which is surrounded by hostile islamic nations in a state of war with it, has the RIGHT to its defence capabilities - including nuclear - to DETER or DEFEAT any external threat.     In fact, the Egyptians and Syrians had stopped their drive toward Israel, and the counter attacks had already started by October 8. By the time the American airlift began (on October 13), the IDF had already effectively stopped the Eygptian forces from further advance and pushed the Syrian forces past the 1967 ceasefire line and were counter attacking toward Damascus. In other words, a connection between the supposed atomic bombs and the airlift are speculation - not history. Further, one might ask: If Israel did have nuclear weapons and did perceive an real, existential danger, then the prudent move would have been to prepare them in reserve? What's more, if a non-Israeli military plane was flying over Israel during a war, then one would think that Israel would reasonably try to shoot it down. In other words, I don't really know what you're going on about.

    So, Mr.Ahmadenijehad's comment on "wiping off Israel from the world-map" is/was a mistranslation? Then, was his speech in the UN also a mistranslation? In the UN, he made clear that not only Israel will be "wiped off", but also the Western world; starting from Europe. I listened to his speech, which showed total lack of tolerance to non-Moslems, from start to finish and it left me shaking with shock. That he, a statesman, threatened half of the world in the common forum of the Nations, shows arrogance....and also makes any normal person doubt Mr.Ahmadenijehad's mental sanity. No wonder that we are now neurotic with the sheer thought of this man pursueing for nuclear arms to realize his plans in the name of Allah. We already have our hands full with Mr.Bush, the world definately does not want another megalomaniac to stir the pot! What happened to humility?

    When Mr Gates claimed israeli nuclear weapons posed no thread to the region his statement was met with laughter. Such reaction of arab government oficials does tell volumes about arab mindset. Despite the fact that israel never threatened anyone with nuclear weapons and actually did withdraw from the sinai.., arabs are convinced israel nuclear weapons are a thread.     I don't think, that Islam and Israel are mutually exclusive. Islam is however strictly opposed to oppression or persecution of Muslims and also allows violence under such circumstances. And here is the main problem, as long as there is no solution to the Palestinian issue, Muslims might not have much sympathy and find spiritual support in the Qur'an. But you should not believe, that they can't be pragmatic and look for a compromise. Hezbollahs position towards Israel for example has changed over the years: "In 2004, when asked whether he was prepared to live with a two-state settlement between Israel and Palestine, Nasrallah said he would not sabotage what is a Palestinian matter." http://en.wikipedia.org/wiki/Hezbollah

    Sorry, my post was maybe somewhat difficult to understand and requires also some special knowledge about the "wipe of the map" - issue. You wrote in post #54 about some kind of regime change solution in Iran. Now, the irony is, that Ahmadinedjad once made a similar statement about Israel. But it was mistranslated into a much more aggressive "Israel should be wiped of the map". And this mistranslation (originally by an Iranian news agency) made big headlines, was so widely published and usually serves as proof, that Iran is hellbent on a war with Israel. But I think it is the other way around.

And the sad thing is he stood there after saying that and wondered why all these people laughing at him. Israel has nukes. She uses the threat of those nukes as part of her foreign policy. The last time she got into a spot of military bother with Big ol' Arab Armies she readied those nukes to drop them on those Big Arab Armies, and the Israelis actually attempted to shoot down the US spy plane that had just detected that activity at Dimona. Yet her nukes aren't a threat to the region???? Hi-larious!!! Israel WILL use them if she needs to, and the people in Israel who will decide that need are a bunch of paranoid incompetents. What's happening in the Middle East isn't just another chapter in the Arab-Israeli conflict. What's happening is an Islamist-Israeli war. You might even say this is part of the Islamist war on the West ­­--Better to say that what's under attack is liberal democratic civilization, whose leading representative right now happens to be the United States. No Islamic Republic of Iran, no Hezbollah. No Islamic Republic of Iran, no one to prop up the Assad regime in Syria. No Iranian support for Syria (a secular government that has its own reasons for needing Iranian help and for supporting Hezbollah and Hamas), little state sponsorship of Hamas and Hezbollah. And no Shiite Iranian revolution, far less of an impetus for the Saudis to finance the export of the Wahhabi version of Sunni Islam as a competitor to Khomeini's claim for leadership of militant Islam-- and thus no Taliban rule in Afghanistan, and perhaps no Hamas either. It's of course true that Hamas-- an arm of the Sunni Muslim Brotherhood-- is at odds ideologically with Shia Iran, and that Shia and Sunni seem inclined to dislike, even slaughter, each other elsewhere in the Middle East. But temporary alliances of convenience are no less dangerous because they are temporary. Tell the Poles of 1939, and the French of 1940, that they really had little to worry about because the Nazi-Soviet pact was bound to fall apart. The war against radical Islamism is likely to be a long one. Radical Islamism isn't going away anytime soon. But it will make a big difference how strong the state sponsors, harborers, and financiers of radical Islamism are. Thus, our focus should be less on Hamas and Hezbollah, and more on their paymasters and real commanders-- Syria and Iran. And our focus should be not only on the regional war in the Middle East, but also on the global struggle against radical Islamism. For while Syria and Iran are enemies of Israel, they are also enemies of the United States. We have done a poor job of standing up to them and weakening them. They are now testing us more boldly than one would have thought possible a few years ago. Weakness is provocative. We have been too weak, and have allowed ourselves to be perceived as weak. The right response is renewed strength-- in supporting the governments of Iraq and Afghanistan, in standing with Israel, and in pursuing regime change in Syria and Iran. For that matter, we might consider countering this act of Iranian aggression with a military strike against Iranian nuclear facilities. Why wait? Does anyone think a nuclear Iran can be contained? That the current regime will negotiate in good faith? It would be easier to act sooner rather than later. Yes, there would be repercussions-- and they would be healthy ones, showing a strong America that has rejected further appeasement. But such a military strike would take a while to organize. In the meantime, perhaps President Bush can fly from the silly G-8 summit in St. Petersburg -- a summit that will most likely convey a message of moral confusion and political indecision-- to Jerusalem, the capital of a nation that stands with us, and is willing to fight with us, against our common enemies.     Well, there was that intended Palestinian State in 1948. That one would have been largely in territory that Israel seized for herself. Israel was one of the triumvirate of states that tried to unseat Nasser in 1956. Of course, the US was on the wrong side back then, so that came to nothing. Most of the habitable land in what was Jordan is now occupied by Israel. Israel definitely did a number on the nascent Palestinian state in 2001. Israel did state its intention to 'set back Lebanon twenty years' a year ago. They certainly tried, too. How successful they were, I don't know. Of course, all this pales next to Iran's record of international aggression. All her neighbors have felt the Persian hammer repeatedly. Not to mention, there's no comparing the nuclear threat Israel possesses to that of Iran.

The Lebanese army doesn't seem to be terrorists, because they offered the IDF some tea, when Israel invaded Lebanon recently. Defending or liberating one's homeland seems to be terrorism, because that's, what Hezbollah usually does. Sometimes they act in a more aggressive way, but so does the IDF. And this is it, what "Iran supports terrorism" usually means. Iran is a Shia country and they help the Shia-Muslims in southern Lebanon to survive. If not for Hezbollah, southern Lebanon would be part of Greater Israel.     When was the revolution 1979? The Gulf states have really confronted Iran since then haven't they? What has changed to make the Gulf States confront Iran? The destruction of Iraq by the USofA, UK and Australia amongst others, has merely ensured that Iran halted it's nuclear weapons programme. It is not going to send love and democracy throughout the nations in the region. Sometimes I think there was a typo when the planning for this war happened.
