Former U.S. President Jimmy Carter calls for restoring aid to Palestinians
Former leader says attempt to punish Hamas with seven-month funding freeze has failed, urges other solutions.
By The Associated PressFormer U.S. President Jimmy Carter said Friday that a foreign policy aimed at punishing the Hamas-led Palestinian government through a seven-month aid freeze has failed, and called on the international community to seek other ways to resolve the conflict.
"The attempt to coerce Hamas leaders by starving the Palestinian people has failed, and it is time for the international community to alleviate their suffering and resort to diplomacy," Carter said in a statement.
The former president added that he is doubtful that Palestinian leaders will make any progress toward reconciliation with Israel "as long as the Palestinians are subjected to this kind of debasement and personal suffering."
Israel and the West imposed sanctions on the Hamas government after the group won legislative elections and took power in the Palestinian Authority last March. Israel, the U.S. and the European Union consider Hamas, which has killed hundreds of Israelis in suicide bombings, a terrorist group.
Israel has withheld hundreds of millions of dollars in taxes collected on behalf of the Palestinians. It also has frequently closed the main cargo crossing into the Gaza Strip, preventing goods from moving in and out of the area, citing security concerns and planned attacks by Palestinian militants.
In June, gunmen linked to Hamas tunneled into Israel, attacked an army base and captured a soldier stationed along the Gaza border. Israel responded by launching a military offensive into the strip, where 1.4 million people live in 360 square kilometers of land.
Carter said the closing of Gaza's access points has led to a "stranglehold" on the territory.
"A strong peace effort has been absent for the past five years. It is long overdue," Carter said.
He also pushed for the U.S. or international community to negotiate the exchange of the Israeli soldier for the release of Palestinian prisoners.
Carter was among 135 former world leaders who signed a statement this week calling for "fresh thinking and the injection of new political will" to resolve the conflict between Arabs and Israelis.
"As long as the conflict lasts, it will generate instability and violence in the region and beyond," it said.

If aid is given to a PA government that does not recognise Israel, the peace process is dead. What fool does not understand that, if their resistance to peace is accepted, then even if a peace agreement was ever made, they would break it and demand that was accepted as well.

I agree with you that the government of Israel, as any other government or international organization, such as the UN, has not always carried out to the end signed agreements. The reasons why governments operate this way are many, but I repeat, it is a practice that is commonly used worldwide. But since you wish to obsessively focus on Israel, could you, from a position of knowledge and not just retoric, specify where it is that Israel did not fulfill its side of an agreement. Throwing names of prime ministers "who have all torn the Israeli side of the treaties" would not do. Which treaties? When? How? By whom? Boycotts and freezes DO work, but they take time and need to be preserved. We know the economic boycott of Saddam Hussein DID work despite the hypocrisy and undermining of the Australians and others. They are the effective alternative to war. Carter is wrong, the freeze needs to continue, and the conditions set by the Quartet need to be maintained. Carter no more represents the Democratic Party today or is a spokesman for it than--well,... than the action of Paz Oil Company contracting to be the sole supplier to the Hamas-led PA represents the views of the Olmert government of Israel!
I am all for aid for people who set out to help themselves, to better themselves, and for a period of time they need assistance: funds to be invested in agricultural planting,industrial production, tourism, mining, and of course, education. My three questions to Carter and like minded people: 1) What have the Palestinian Arabs done with the aid given to them for many decades? 2) Shouln't the rich Arab countries assist the three million people part, and only part of whose life-long aid has been interupted? 3) How many more much larger and poorer communities are there around the world for which Carter may assist, and he does not? And, perhaps a 4th question, after all, why to obsess about the Palestinian Arabs? Would Carter do so if the State of Israel were not in the picture. I suspect not.

I think Carter's point that Palestinians will not be inclined to work things out with Israel when they are being imprisoned and starved is valid. I've met the man and was impressed by his charisma and compassion. He dared to tell Americans they needed to make sacrifices back in the 70's and that caused him to be voted out because we like solutions like being told to shop while our govt removes the right of habeus corpus, and invades Afghanistan and Iraq. His charitable actions speak for themselves, an example is Habitat for Humanity. Many of those on talkback assume that anyone who criticizes Israel is not their friend. Sometimes the one who criticizes a person, if motivated by a desire for peace for all involved, is their best friend; but then he doesn't make money off cluster bomb production or warplanes, etc.

Accepting Israel and demanding that millions of so called Palestinian refugees migrate into that Israel is not accepting Israel. It is creating another Arab state. That is the problem.

Carter is well known for his anti-Semitic stance.
International agreements were negotiated with Israel, and signed by Arafat and the PLO. The palestinians then elected a Hamas government that repudiated these agreements and the very principle of good faith negotiation. I realize that elected Israel govenments have not always acted in the strictest good faith regarding these agreements, however the Israeli people have never elected a government which has totally rejected the right of the Palestinian Authority to operate. Carter is making the same mistake that he made in 1979 in allowing Iran to violate the basic principles of civilized diplomatic behavior without making them face the consequences of that behavior. He acted like a wimp then and he is showing the same characteristics now. The issue is not the radicalization of the palestians, that was done long ago. The issue is responsibility and realizing the consequences of ones choices, dificult as that may be for so many to understand.

We suffered because of the hostage crisis and our Strategic Oil reserves was diminished. The Begin Sadat Peace may have been facilitated during Carter's tenure but Begin and Sadat with the help of Nicolae Ceaucescu actually achieved the breakthrough. Carter was a loser in the 70s and he's a loser now. A key part of his failed ideology is to disrespect Arabs by treating them like children. The Sadat Begin treaty did not "legitimate" Israel which was years previously already recognized by the USSR, USA UK and MOST all other nations in the world. Israel was a UN member State for many years. This historical fact contrasts to a mytholgical entity so-called Palestine. Israel does not need you to legitimze it Isreal is real and continues toexist and even does trade with the Arab gulf states and Saudi Arabia--many of whose elite come to Israel for medical treatment, as do the Arabs in Judeah and Samaria.
The Gaza strip, a territory without a government, was created by Carter himself when he, Begin, and Sadat formulated the peace treaty that did not bring Peace. Had Gaza been made part of Egypt or of Israel, there would not be a Palestinian problem in Gaza today. The same lack of foresight that he showed in drawing up the Egyptian\Israeli peace treaty in 1978, is the same lack of foresight that guides him today.

In the article, there is no mention of the withdrawal of Israeli settlers from Gaza and the Qassam missile firings and terrorist actions that occurred after the withdrawal. Militarism has worked great, depending on what results you want. If its objective is to keep Israel alive it has worked great. Despite all the attacks, its still there. Then he administered over our embassy being captured and all those men and women being jailed and tortured for over a year until we got rid of him as President. Carter was never a friend of Israel and his intereference in its affairs now is ludicrous. Hamas would appear to be on the point of crumbling and maybe, with a strengthened Abbas, Israel might have a "partner in peace." To do or even say anything that might give some sense of encouragement to Hamas would be sheer stupidity. You're right, Sadat stuck his neck out (later lost it). Carter was the one they both trusted to be fair and honest. He also brokered the military aid deal to both sides and the observer force. All were contributing factors. Given the later history of Rabin, Begin took a real risk, too.

Carter is as usual favoring the oponents of the USA and Israel. He should tell where he and his foundation get their money. Why can't he go to the Gaza and get Hamas to recognize Israel? He is just an old fool who no one tqkes seriously anymore.

I never voted for Carter. I probably never would. But was the Peace with Egypt a bad thing? If so, please help me to understand why a continued state of war with Egypt would be a good thing.

He was a US President. He stood there in front of the White House while Rabin reluctantly shook hands with arafat. He did it because arafat said he recognized Israel even if we understood later he didn't mean it but he said it anyway. Ok, so Hamas is more honest that camel face but that doesn't obligate anyone interested in a real peace to drop the essential requirement that recognition of Israel's right to exist is the foundation of anything going forward. Without it there is no reason to proceed. Hamas is sworn to a koranic oath to destory Israel. Almost everyone understands that negates any deal, discussions or any continuation of finanical aid. Everyone but this former US President. Simply embarrassing.
Their regime is collapsing around them and Abbas is gaining traction. Giving in now would undermine everything. A few more months and Hamas will be out of power and maybe Israel can talk to a strengthened Abbas.

Jimmy Carter achieved something no other US president can take credit for: the first peace treaty between Israel and an Arab country took place on his watch. He helped Sadat and Begin do the unthinkable at the time. Fresh thing is needed by both sides.

Of course Carter wants to resume aid to the Palestinians. He favors all threats to Israel. He bragged to many that his second term would see a major change in US Israel policy that would favor the Arab's. Hopefully no one who reads this will mistake Carter's involvement in the 1977 peace accords as a love for Israel. It wasn't.
