If the Palestinians want to change its status they are going to have to actually sit down and negotiate with Israel. None of your European diplomat friends have much power on the matter. The Palestinian Authority is at least as reliant on $100M/month in transfers from Israel as it is on European funds, so don't look too hard for them to take up this banner that you are pushing at them.
