Even if the Russians have lost control of events in Ukraine, they haven't retreated from their main objective: denying any possibility of a pro-Western government taking power in Kiev for long.

A week ago when thousands of Russian troops ended their maneuvers by the Ukrainian border, it seemed that the Kremlin was putting its plans to invade East Ukraine on hold. Instead, they seemed to be focusing on their efforts to encourage unrest in the Russian-speaking areas by supplying weapons and coordinating the separatists who captured government buildings in different towns and cities.
