EU official to PA: Financial support won't continue forever
EU representative to the PA says precondition for aid is clear progress in the peace process with Israel.
By DPA Tags: EU Palestinian Authority Middle East peace Israel newsA European Union official said Tuesday that the EU will continue to sustain financially Palestinian efforts to build their independent state, but cautioned that this support would not continue without clear progress in the peace process with Israel.
EU representative to the Palestinian Authority Christian Burger made the comment after signing an agreement with Palestinian Prime Minister Salam Fayyad in Ramallah to provide the PA with more than 158 million euros ($220 million) in financial aid.
He said that the EU will continue to support Palestinian state- building efforts if there are clear signs that this money will lead to that goal.
"Support can only be sustained if there is a clear indication that a Palestinian state will be established in a foreseeable future," Burger said.
He said the EU financial support is aimed at helping the Palestinians build the institutions necessary to create their independent state, and stressed that this aid will even increase if the state is created to help it develop.
However, he said, the EU will have to answer to its taxpayers regarding where their money is going, if the goal of establishing the state is not reached.
"Sustaining such a high level of support for a long period of time without reaching the goal will lead to questions, particularly from our tax payers," said Burger.
Fayyad thanked the EU for its financial support, agreeing with Burger that the money should help the Palestinians achieve their final goal, which is to end the Israeli occupation started in 1967 and establish the independent Palestinian state in the West Bank and Gaza Strip with East Jerusalem as its capital.
He said the 158.5 million euros he received from the EU were part of the 500 million euro annual EU aid to the Palestinians allocated for 2010.
Even though this money will go for budget support to cover salaries and to pay running costs, it also has a goal of helping the Palestinians build their state institutions, said Fayyad, who in August launched a programme to build a fully fledged Palestinian state within two years.

U.S GIVES BILLION IN ARMS AND WEAPONS TO ISREAL
WE HAVE THE WILL TO SURVIVE AND WORK
Thank you for your re-location plan. Let's apply it to every immigrant since the 1920's.
EU is still silently condoning continuation of illegal settlements and occupation. They are still treating Israel as a "partner". Yuck! I am ashamed that this person is my representative to the PA.
so you won't make yourself look so silly.
...Abbas is demanding the impossible. Ramallah would be a fine capital. Right of Return? Sure. Except that Abbas defines displaced persons as the entire progeny of few elderly people. What would happen if Abbas got serious and dropped the stupid stuff? He would have a state, and then be assassinated. For throwing a spanner in the Arab League Plan.
Money should be for palestinian statehood. But idon"t know about that palestinian came to Palestine in 1920 .what is you smoking its the Other way around its you that came to palestine In 1995.. THANKS
Finally, someone realizes that blind support of the Palestinians without holding them accountable for anything only leads to disaster. If someone had held Arafat's feet to the fire, maybe there would be peace by now. Instead, the Palestinians can negotiate while inciting to violence, turning a blind eye (or actively promoting) terror against civilians while receiving limitless aid. If aid from EU and UN were coupled to pressure to make genuine progress in negotiations along with requirements to stop incitement then a diplomatic solution might be achievable.
The collapse of the PA will only support the fact that Israel is already a bi national state.I Israeli claims on the territories, only supports the fact that Israel is already bi national state.
rewritten one of the MUfti Haj Amin Husseni. The PA is invested in not making peace and Obama's policies and the EU have given them no reason to make peace. To give money to groups that educate their kids in terror, keep them in poverty and want and hate and train them in armed resistance and suicide bombing. The EU needs to stop enabling them to hurt people
Why should the EU foot the bill for the occupation? Let Israel pay for the costs of its own crimes.
And for pro-Palestinian Europe to say this, it's pretty strong.
For years and years all the pressure has been on Israel to concede everything for peace. Finally there is some pressure being put on the Palestinian leadership to pull their weight as well. Mazel Tov. Finally the light has gone on.

I guess you still believe that nonsense about a "Israel being a land without people, and Zionists a people without a home." They are ridiculous myths. The EU should stop funding the PA because they are financing the Israeli occupation. Let Israel pay for it.
"The money could have been better spent re-locating the Arabs back to where they came from in the 1920`s." I appreciate your lateral thinking ... let the decendants of the Palestinian people who lived there in 1920 return to their former villages.
The U.S. will provide about a billion to the Palestinians this year, and the Europeans have pledged $800 million. The Arab states are kicking in another $1.2 billion. Israel occasionally pays over the taxes it has collected on Palestinians behalf pursuant to the Oslo agreement. http://en.wikipedia.org/wiki/Palestinian_economy The Palestinian GDP is about $12 billion, i.e. half of it is charity. Unemployment is at 50%. Avigdor Lieberman is right; there will be not Palestinian state in two years (meaning ever). That's because of that big "fact on the ground" Israel has created: de facto annexation of the West Bank and Gaza. Why should European (and U.S.) taxpayers pay to make the Palestinian apartheid a little more palatable? Israel has reduced the Palestinian economy to ruins and made beggars of 3 million people. Let the Israeli taxpayer foot the bill.
The PA has wasted billions of dollars, not building for statehood, but for Israel destruction! The money could have been better spent re-locating the Arabs back to where they came from in the 1920's. There can be no peace while violent Moslems are living in the Jewish home-land.

Fayyad thanked the EU for its financial support, agreeing to continue the indescriminate bombing and killing of innocent people in the World for the Iranian regime and linning our pockets and bed matresses. We will also keep or people in despair to keep the World audience to show ho in despair that the Israelis have left us. Thank you for your support When Will We Ever Learn that there is no pleasing pals & who only want the destruction of a peoples. Who's next is the ?
state. oh well even stolen money helps the economy somewhere even if its in swiss banks and spent on booze and women and boys.
By telling Fayyad so publicly that there is a limit and purpose to EU aid to the PA, Burger is also telling the Israeli government the same thing. Note that Burger talked about an "independent" Palestine. He also used the term "state." This term has meaning that is separate from what Netanyahu described at Bar-Ilin. States, even in the US have sovereignty. Independent states don't have other countries doing their border control and immigration and customs. And states that allow others to do those things have voting representation in the government of the country that does them.
Not one cent in value has been returned to the int community for all the billions in aid given to the palestinians. They are ungrateful and undeserving. All they do is give us increased terrorism. Time to stop the free handouts without conditions.. Time for the palestinians to accept israel and stop all hatred of jews and israel and start living and working
This shows what us poor EU taxpayers have to put up with. They give away OUR money by the shed load like lollipops with precisely no concern what WE might think about it and no real idea where the money actually goes. This money could be put to really good use where I live in projects like improving dangerous roads, providing better public transport, flood prevention, energy saving home insulation and on and on.And we'd be able to account for all the money. I'd love to see the annual accounts of the EU funding to the PA.If they even exist, they'd read like a work of fantasy. THREE CHEERS FOR ISRAEL!!!
....Excessive amounts of aid have been flowing to the mid-east for decades and this "development aid" or "chariable contributions" have their limits from the giving countries. As the article said taxpayers in Europe will eventually react and stop paying. The same is true in America...taxpayers are saying no to the crazy israeli relationship...its costs too much..Taxpayers will put astop to it.
The words are there, will the deeds follow ? Its' like the promises to sanction Iran... Before Europe stops financing the PA, it has to fight its changing face and structures. The European taxpayers will continue to pay for fear of igniting the European Moslems. So the problems in the M.E. remain tied up to Europe and the West in general.
Why not? They don't want to develop a dependency syndrome like israel has with America? What's wrong with that?
... high time to get the disorderly, argumentative patient to realize that the world doesn't owe them a living in their self-made, dysfunctional stretcher but that they should be getting up and contributing to the world instead. Ask not what the world can do for you PA but instead show what you can do for it.
....very, very quickly, as soon as the Israeli taxpayer will have to foot the bill.
