EU official to Israel: Jerusalem is not Tel Aviv

EU ministers urge Israel to stop settlement construction and return to Mideast peace negotiations.

European Union foreign ministers met in Brussels on Monday to look for ways to pressure Israelis and Palestinians into launching proxy peace talks, amidst fears that the peace process is in jeopardy.

Israel's decision last week to approve the building of 1,600 new homes in East Jerusalem outraged international opinion and sparked concerns as to whether peace talks could still be viable.

"There's a lot to discuss on ... how we can keep the pressure on to get the proximity talks moving ... We think that the settlements should stop, most importantly we believe the talks should begin," the EU's foreign-policy director, Catherine Ashton, said.

Ashton was talking shortly after returning from her first official visit to the Middle East. That visit was largely overshadowed by Israel's decision to expand its settlement-building.

The EU is "very disappointed by the position of the Israeli government, I think I can say very clearly that Jerusalem is not Tel Aviv," said Luxembourg Foreign Minister Jean Asselborn, stressing the EU's position that Jerusalem should function as the capital of both the Israeli and a future Palestinian state.

Asselborn's comment was in reference to a declaration made by Prime Minister Benjamin Netanyahu a day earlier: "Our policy on Jerusalem is the same policy followed by all Israeli governments for the 42 years, and it has not changed," Netanyahu said. "As far as we are concerned, building in Jerusalem is the same as building in Tel Aviv."

Israel's decision to construct further in East Jerusalem came just as US Vice-President Joe Biden arrived in the Middle East to push for indirect peace talks, and was seen in many quarters as deliberately undermining the peace process.

"The Israeli people do not want to be in the position where, every time the international community takes a step forwards, they take a step back and do something to make sure that peace talks can't start again," Asselborn said.

But ministers remained at odds over the question of how to put more pressure on Israel. The EU is the country's largest trading partner, but has so far ruled out any calls for trade sanctions.

Foreign ministers on Monday were also set to hold talks with Tony Blair, the representative of the negotiating quartet of the EU, US, United Nations and Russia.

And the ministers of Germany, Finland, Lithuania and Malta were due to meet individually with Foreign Minister Avigdor Liberman. On Friday, EU diplomats confirmed that a formal meeting between Liberman and EU representatives had been postponed, ostensibly because it had proven impossible to schedule. dpa bn ds

    There is no doubt that the palestinians are related to jews especially those original or Hebrew jews. As a matter of fact I beleive that palestinians have more hebrew blood than most of the european jews who converted to judaism by religion but they are far from semitic blood.Ironically, any palestinian may have more hebrew genetics than Netanyahu, lieberman, peres, and all the europeans.

They are shared by the wider international community - the UN, the US, Brazil only last week, and the rest of the world. The only country that considers Jerusalem to be the capital of Israel is Israel. For the rest of the world Israel's capital is TA.     Since the European occupation of Jerusalem in 70 AD, Jews may not build as they please in the Holy City. Just why they never recognised West Jerusalem as Israel's capital prior to 1967 befuddles me.     To those who say that east Jerusalem belongs to Israel, the obvious question is: by what authority? If the alleged authority is scriptural, with all due respect, scripture is not an accepted way to settle international legal disputes for universally acknowledged (beyond Israel, at least) reasons. If the alleged authority is legal, then one has to look at the hierarchy of laws. In the dispute between the Palestinians and Israel, the governing law is international law, not Israeli or Palestinian law. Few in Israel seem to be willing to do so, but it is time to acknowledge that most international governmental and legal authorities say that East Jerusalem does not belong to Israel. It's time for Israel to stop being an ostrich. Submit to international law, and accept the consequences.

    Well you're right in general. The EU doesn't tend to put the foot down too often with the Palestinians, perhaps because it sees itself as a counterbalance to the US's overt support for the Israeli side which is let's face it, overwhelmingly dominent in terms of being able to enact its own policy there. But the EU does condemn all violence, doesn't talk or allow funding to Hamas (or any Palestinian organisation that refutes Israel's right to exist), and it financially supported the PA, once it embraced negotiations over violence.

    The EU ministers are right Jerusalem is not Tel Aviv. Its thousands of years old unlike TA, thats only one hundred years old. It has had a Jewish majority for a number of centuries. Its mentioned hundreds of times in the Hebrew bible, unlike the Koran where it is not even mentioned once.Next week at my Peasach Table I will be along with all the Jews in the diaspora praying to be in Jerusalem next year.

    Minister Asselborn, you are absolutely right Tel Aviv is just a very nice city in Israel, Jerusalem is Israel's capital. It has been the capital of the Jewish people since biblical times. It has never been the capital of any other nation on earth. In 1948 it was divided because Jordan conquered part of it. When under their control Jewish historic sites and religious areas were defaced and destroyed. When Israel liberated the city in 1967 it declared the city would not be divided again. Sorry Minister, you, and perhaps much of the world would like to re-divide Jerusalem. But frankly we've seen the results of what Europe and the rest of the world want for Jews and Israel in the past. I hope and pray we are not doomed to allow you to repeat your desires.
