Dubai seeks Netanyahu's arrest over killing of Hamas man

Police chief also demand arrest of Mossad head, says Israel 'almost certainly' behind Dubai hit.

Dubai's police chief plans to seek the arrest of Prime Minister Benjamin Netanyahu and the head of the Mossad over the killing of a Hamas leader in the emirate, Al Jazeera television reported on Wednesday.

Dahi Khalfan Tamim "said he would ask the Dubai prosecutor to issue arrest warrants for ... Netanyahu and the head of Mossad," the television said. It did not give details.

Tamim has said he is "almost certain" Israeli agents were involved in the killing of Hamas commander Mahmoud al-Mabhouh at a Dubai hotel in January, calling for Mossad's boss, Meir Dagan, to be arrested if it is proved responsible. Tamim said on Monday Mossad had "insulted" Dubai and Western countries whose fraudulent passports were used by suspects in the assassination.

Dubai has asked the U.S. Federal Bureau of Investigation to look into prepaid cards issued by the Meta Financial Group's MetaBank which the suspects used, a United Arab Emirates newspaper said.

Citing an FBI source, The National newspaper said the investigation would look into any Israeli involvement in the killing.

"Thirteen of the 27 suspects used prepaid MasterCards issued by MetaBank, a regional American bank, to purchase plane tickets and book hotel rooms," the newspaper said, quoting Dubai police.

MetaBank said it followed proper procedures when it issued the cards.

Authorities told the bank that the suspects appeared to have used stolen passports to get employment with U.S. companies, MetaBank said in a statement on Tuesday. The companies paid the employees with prepaid cards issued by MetaBank and other banks.

MetaBank said it had launched its own review of the matter, and had so far found that it followed all bank and regulatory requirements.

The suspects authorities had identified were not on any list that would indicate their identities were fraudulent, it said.

The UAE, a U.S.-allied Arab state that backs the Palestinian drive for an independent state and an end to Israeli occupation, has no diplomatic relations with Israel.

But it has established low-level political and trade links in recent years, with some Israeli officials attending events in the Gulf Arab state. Israeli tennis player Shahar Peer competed in the Dubai Championships last month.

Members of the hit squad used fraudulent passports from Britain, Ireland, Germany, France and Australia. Residents of Israel with the same names as the suspects, holding dual nationalities, have said their identities appear to have been stolen.

The passport abuse has drawn criticism from the European Union, and some of the governments involved have summoned the Israeli ambassadors to their countries to protest.

    First there isn't an extradition treaty, but then it transpires there is an extradition treaty. As I didn't hold your hand and guide you through exactly what status Dubai has within the UAE. (Still no mention of cloned passports and 5 police forces in Israel questioning those whose passports were cloned). Then yes there is an extradition treaty but it's discretionary (all treaties are discretionary, We didn't send Pinochet to Spain when his extradition was requested). International law is International law, if Netanyahu authorised the assassination of an individual then it is murder.     Dubai is a little event. There are hundreds of other lawless acts that were comitted with either Netenyahu's high level involvements or direct orders. What is puzzling about Dubai though is another thing. Why Mossad needed that many people to kill a single guy ?     At this rate, Israelis' international travel may soon be limited to the US. But even in the US, support for Israel is generational and coming to an end. The younger generation, in college now, is more internet savvy and informed. The vast majority of them oppose the occupation and the settlements, including Jewish students (self-hating Jews?).     There is no doubt that Israel pursues a policy of extra-territorial assassination of its enemies. All responses to this story that refer to inadequate evidence are, therefore, beside the point. Even if, by some remote possibility, Mossad wasn't responsible in this case it is clear that they would have killed the guy if they could have done. Netanyahu presumably has some knowledge and oversight of Mossad activity. It is therefore reasonable for Dubai to seek his extradition if they have some evidence of Mossad involvement.

    It seems almost pointless to actually argue the actual law given the endless capacity of posters here (Linthwaite being the best example) to either ignore it or simply make it up. Folks, there IS no such thing as an "Interpol arrest warrant"; Interpol simply issues red notices passing on the REQUEST of a particular country to detain someone pending extradition. Of course in the case of Israel there would be no such compliance with the request -- not least because there is no Israel-UAE extradition treaty, and in any event the requirement of double criminality would not be met. As for other states, given the heavy reliance that other spy agencies place on information from Israel (Reuters has noted this by the way in interviews with the personnel of these agencies), the sort of fantasy arrests of Dagan and Bibi that some here dream of -- well in the real world this just ain't gonna happen. There's also the little problem of actual proof here...

    If the killing happened in any western country it would be murder, so the West cannot argue to the UAE that it should be different. The passport evidence aganist Israel is compelling- noone else, or no opther countyr could have forged those passports. Mossad's rules of authority are well known- any assassination must get the authority of the Head of Mossad and the Prime Minister.     He's very convincing this police chief. He says... "almost certain" Israeli agents were involved....." Is that before or after Hamas declared they have proof it was Jordan or Egypt behind the assassination. The evidence seems so conclusive that NetNYahoo will no doubt give himself up in handcuffs.     I do not believe "almost certain" is considered proof nor will hold up in a court. Mr Tamim is so desperate but so far he does not have much more proof since the first day of the investigation.
