WikiLeaks cables: You can't blame Israel for mistrusting Arabs, says Qatari ruler
Israel deserves credit for seeking peace in the face of resurgent Hamas and Hezbollah, Emir Hamad bin Khalifa al-Thani tells U.S. senator, according to classified dispatch.

Qatar's Emir, Hamad bin Khalifa al-Thani, made the comments in a meeting with U.S. Senator John Kerry on February 23. A report of their discussions, obtained by the WikiLeaks group, was filed by America's Ambassador to Qatar Joseph LeBaron.

The cable said:
"The Israeli leaders need to represent the people of Israel, who themselves do not trust Arabs. The Emir said this is understandable and 'we can't blame them' because the Israelis have been 'under threat' for a long time.'
According to the document, the Emir told Kerry that the time was ripe for an Israeli-Arab peace - and that in his opinion, the best way to achieve this was for Israel to reopen negotiations with Syria via Turkish mediation.
"In Qatar's view, now is the time to reach out to Damascus. The Syrian Government can help Arab extremists make tough choices, but only if the U.S., whose involvement is essential, demonstrates to Syria early on a willingness to address the return of the Golan Heights and supports Turkey's mediation efforts between Israel and Syria," the classified cable said.
Syria could be weaned away from its major ally, Iran, and had only turned to the Iranians because it had "nowhere else to go," al-Khalifa said.
The Qatari Emir also told Kerry that his nation could help push Hamas towards peace. Although Qatar did not "share Hamas' ideology," it could play a valuable role as an intermediary, the Emir said.
He went on to say that given the perceived victories for Hamas and Hezbollah, viewed across the Arab world as having driven Israel out of Gaza and southern Lebanon, Israelis deserved credit for still pursuing peace.
"When you consider that many in the region perceive that Hezbollah drove Israel out of Lebanon and Hamas kicked them [...] out "of the small piece of land called Gaza," it is actually surprising that the Israelis still want peace. The region, however, is still "far away" from peace, concluded the Emir."
Qatar severed ties with Israel in early 2009 in reponse the Israeli invasion of Gaza.
But another leaked cable quotes the head of the Middle East division of the Foreign Ministry, Yaakov Hadas, as saying that pressure on Qatar to renew relations was beginning to bear fruit.
Qatar had invited Hadas to Doha to discuss reopening the Israeli mission in the country, the cable said.
"The Qataris need to understand that they cannot expect Israeli cooperation without agreeing to reopen the Israeli mission," Hadas was quoted as saying.

Syria had 29 years betwee '48 and '67 to act as responsible stewards of the Golan, to curb the artillery against their neighbor. Cunning and full of testosterone but not all that smart, really.

If you look, the author linked to the direct cable. He even quotes text verbatim from the cable. The text is maybe slightly misleading as it wasn't the main focus of the discussion, but it was exactly what he said.

Although the leaks prove that Sunni conservative and authoritarian states are more favorable to Israel than Iran, Israel should assess the situation carefully. That those leaders prefer Israel to Iran is no surprise. But when time will come to make a move, those Arab leaders will now have their hands tied, as they will not be forgiven by their subjects for supporting the eternal enemy in the region. The Muslim world has no history with democracies and has in fact proven that when given the opportunity they will regress to totalitarian rule. Turkey is one good example of a democratic Muslim state failing. I don't think Turkey is reverting. As a matter of fact, the Military will no longer organize coups in that State (which I deem progress in terms of democracy - it is not because a state has beef with Israel it is not democratic). On the question of the Arab states and democracy. I could not agree more. You can also add Iran into the batch, although not Arab. However, it does not mean that a tyrant cannot be replaced by another "anti-Israel" tyrant. Look at the Iran case (Shah vs. Islamic Republic), look at Egypt (Farouk vs. Nasser), at Libya (Idriss vs. Khadafi), at Iraq (Bath vs. Iran)... A tyrant can easily be replaced by another more populistic Tyrant.

All my respect to the Emir of Qatar. Oh, why doesn't he just brake the hypocritical tabbo vis a vis Israel, together with Saudi Arabia, Kuweit, the UAE, Bahrein, Oman, Tunis, etc., and just establish diplomatic relations, so all can help Israelis and Palestinians to realize the dream of two states living side by side in peace and harmony? That would isolate Iran, which is everybody's enemy, and would render cutting the snake's head much easier.
Tell him you don't blame Israel for not trusting the arabs it makes you sound legitimate and its the sort of thing the Americans like to hear. Then tell them Israel must give up the Golan and it must be done with mediation from ( our enemy ) Turkey. A little smooth talking goes along way with US politicians. Syria is not going to break off ties with Iran because Iran pays their bills and Hizbollah has become an independent entity in its own right now and is on the verge of overthrowing the Lebanese government. If Syria made peace with Israel ( Assad also is not offering full peace ) but if he did make peace and that came at the expense of Hizbollah that would be seen as an act of betrayal and Assad would be next target for it. Also in reality Syria's alliance with Iran doesn't even hurt Israel because its very unlikely to increase the chances of war breaking out between Syria & Israel. If Syria wants peace then Assad should say I relinquish claims to the Golan. If the arabs want trust from Israel they must earn it through actions and you don't just hand over strategic plots of land to a man who has never given us any reason to trust him and all we have as proof of peace is his word and signature which is not much of an assurance. Better for arab states to make peace with Israel on a 1-1 basis not part of a package deal where if you can't work out a satisfactory agreement with one then you don't get a deal with any. If they wanted most the Gulf states could make a peace with Israel right now as long as its unconditional.
Peace, should it come, is a vehicle for Israel to assist its Arab neighbors in developing economy and health services. It has nothing to do with handing over land which will facilitate war, not peace.
