Report: French envoy to meet with Assad on renewal of Israel-Syria peace talks

France's Middle East envoy Jean-Claude Cousseran to visit Damascus to assess Syria's position on restarting peace talks with Israel, Lebanese newspaper Al-Safir reports.

French Middle East envoy Jean-Claude Cousseran will visit Damascus in the coming days to meet with Syrian President Bashar Assad and Foreign Minister Walid Moallem to discuss the possibility of peace talks between Syria and Israel, the Lebanese newspaper Al-Safir reported on Friday.

According to the report, Cousseran's primary mission will be to determine Syria's position on renewing negotiations with Israel. In addition, the envoy is planning to assess how feasible it would be to encourage the United States to pressure Israel into entering talks.

In the past, Syria has said it would only continue indirect talks with Israel, mediated by Turkey, from the point where they left off before Israel, under the premiership of Ehud Olmert, launched a three-week offensive against Hamas in the Gaza Strip in December 2008.

The author of the A-Safir report voiced skepticism regarding the U.S.'s eagerness to act on the Israel-Syria track, since most of the U.S. efforts are currently focused on the Israel-Palestinian peace talks.

Arab media outlets in recent days have reported that French and European diplomats are disappointed that the U.S. government pushed them aside in the renewal of the Israel-Palestinian peace talks even though the EU is thought of as the largest contributor and supporter of the Palestinian Authority.

    I think that Arabs should reform their political and legal systems before peace can be had. Arab dictators use fear and emotionalism to oppress their people and keep their citizens devoid of human rights. Extremism on both sides has to be neutralized as they promote one another. Instead of wars and hatred both sides need to work for transforming the ME into a true democracy and provide better living standards to their citizenry..

    Syria was formed LEGALLY and LEGITIMATELY according to the Mandate, including the Golan, providing by 1946, a Sovereign state for the citizens in of the area of that became Syria. Likewise Jordan. LEGAL & LEGITIMATE. It is no crime, there is no deceit. The Golan is Syrian. ..... BTW Israel is the ONLY country in the world declaring itself on behalf of Jewish citizens and Jewish NON-citizens, regardless of where they live/d. Even on behalf of the yet to be born.

      The Golan WAS Syrian, before they lost it in a war THEY STARTED. When you lose land in a war, you don't get to demand it back like a spoiled child.... BTW, the Jews are the only people on Earth so hated by so many (like you) and so outnumbered by everyone, so having a little sliver of land to fall back to is not unreasonable, under the circumstances. Now go away and pick on the Sudanese or North Koreans for a change.

    1. The Golan belongs to Syria by international law, so as long as Israel occupies it there is motivation for the Syrians to go to war. They will not succeed, as Sadat failed militarily, but won his Sinai back anyway. Why go through a war to do the obvious? 2. Peace with Syria means also peace with Lebanon, as Papa Asad has achnowledged. 3. Hizballah will be cut off from its arms supplier Iran. Israel controls the sea approaches, has good intelligence, and can stop such arms shipments. 4. Iran will be weakened by losing its northern arm. Hizballah now deploys missiles as an implied threat to Israel if it attacks Iran. 5. Hamas will be weakened. Mashal will be kicked out of Syria, and also no arms to reach Hamas from Lebanon. 6. The Palestinian position in general will be weakened, being last in the peace line with no real state support. They will be easier to deal with. 7. Netanyahu can deliver this peace. He may not be able to make peace with the Palestinians: Likud is too ideological.

      If you think any of this is feasible, you are wrong. The Sinai beduin did not want to be part of Israel. The Golani Druze don't much care for their forebears in Syria. Plus, Jews are in the majority in the Golan.

    As long as peace talks with the Palestinians are going on, Netanyahu will not talk with Syria. Too much of a political risk and tension for the risk-averse Yahoo. Would have been better to deal with Syria first and come to a deal quickly, an in my next post, but Obama the inexperienced was pushing in the present direction.

    If Assad wants the Golan: Recognize Israel as the Jewish state, break with Iran, disarm hezbollah and like Sadat Assad must speak directly to the Jewish people. Otherwise Assad goes nowhere.

    Assad should be courageous if he wants peace by offering full, complete and immediate normalization of relations with Israel in exchange for the peaceful return of the Golan Heights. From Israel`s point of view, that`s a deal worth taking while Syria has nothing to lose. Winning a war, as Israel did in 1967, does not entitle you to keep the other peoples' territory. The United States, Britain and the USSR did not keep Germany, Italy or Japan after WW2. You fight wars for peace. By giving back Syria's territory in exchange for peace and full normalization, Israel will have achieved its goal. It's a win--win situation. By "normalization" I mean like what the US has with Canada and Mexico. An Israeli will be able to drive up to Damascus for lunch while a Syrian can drive down to Tel Aviv to hit the beaches and clubs. That's true normalization. Everybody gets what they want.     The Syrians continue to order Hamas to murder Israeli civilians. Until they rein in Hamas and stop ordering them to commit war crimes, Syria is a non-starter and should be boycotted by the EU and everyone else. Khaled Meshaal lives in Damascus. Arrest him. The French are crazy, or stupid. The Syrians are completely disinterested in peace and throughout the peace process have continued to sponsor the murder of Israeli children and the plotting of coups against the Palestinian Authority.

    In 1922 in San Remo it was determined that British mandate of Palestine is a homeland for Jews. The very next year UK made an agreement with France to give Golan part of British mandate, over 1000 sqkm to French mandate to be given to Syria. Now France tries to confirm to Israel that Golan belongs to Syria and should be given to them without having any chance whatsoever for peace with Syria. This kind of world politics is impossible to understand.

    "territories occupied" [ http://wp.me/PDB7k-6r ] and not withdrawn from are still occupied. The only way Israel can get peace with Syria is to WITHDRAW from Syria's Sovereign territory .... Read the Egypt/Israel Peace Agreement, Israel must WITHDRAW for all of Egypt's Sovereign territory, BEFORE peaceful relations resume. The same applies to Syria.

      Israel and Syria are in de-jure state of war and occupying the enemy's territory during wars is absolutely 100% legal and legitimate. The withdrawal from the territories occupied during a war and the final borders are part of the peace agreement between the enemies, they are not supposed to precede it. It's like expecting the Allies to withdraw from Germany in 1945 before it surrendered and capitulated - that's plain silly.

      if you attack and you lose... Any territory taken for strategic position in war must be either legally annexed or withdrawn from. The other alternative is to occupy. Israel occupies. If it was not sovereign to Israel before a war, it ain't sovereign to Israel after, unless it is legally annexed . Bilaterally. That has been the law since at least 1945.

      To "occupy" a territory is not a crime by itself (unless the act of occupation was unprovoked). The Israeli act of illegality with respect to the Golan was the act of "annexation" (in 1981, under M. Begin). Israel will ultimately have to withdraw from the Golan, but this will follow some peace agreement, as was done with Egypt.

      The laws of war and International Law as exemplified by the UN charter (which signatories such as Israel must abide by) forbid much more than Begin's annexation Logios. Israel has committed outright war crimes in population transfer (of its people into the areas occupied), refusal to allow indigenous populations to return and removing them from their villages, destroying many/most villages and infrastructure, imposing Israeli civil law and so on and so forth. As CJ has said many times, International law makes no distinction between who started and who won/lost a war since 1945. The ONLY exception is a war to reclaim recognised sovereign territory from an occupier. If Israel wishes to annex this territory it must do so legally i.e. bilaterally. Also, if there is one fact that can be disputed here its who actually started the war. Moshe Dyan has openly admitted Israel's purposeful provocations along the border, egging the Syrians into responding. This war was started because Israel wanted a war (nothing unusual there). Israel needs to withdraw behind the borders it recognised in its Declaration of Independence (based on UN res 181) and start acting like a responsible democracy and the damn, stupid US needs to stop providing political and economic cover for Israel's shopping list of war crimes and crimes against humanity. Period.

      In the case of Jews, the Jewish people, the descendants of Abraham, Isaac and Jacob, they are a Nation as nations went in those days. Then , thru' their faith/religion Judaism they maintained their roots to Jerusalem/Israel the Nation of the Jews. So in the case of the Jewish people their home is Israel. In modern times and nationalities, they can be nationals of and good citizens of other countries. Many groups of people nowadays have 2 or even more nationalities and can be loyal to both or all. As for the European Jews living happily there, may that continue to be so . However whether anybody likes it or not, whatever the Israeli government does , it affects all Jews worldwide. That's the way I see it, rightly or wrongly.

    Syria is a schizoid country. On the one hand, they support Islamic movements like Hezbollah and Hamas. With dangerous weapons and political cover. But at home, they have imprisoned Islamic political figures. The Syrian government has asked for recordings of Friday night sermons. And teachers who wear a face-veil... have been transferred to other duties. You have to question their motives. Are they secular at home... but export Islam as a foreign policy. Or is this an anti-Israeli ploy and a way to dictate regional power. Obviously, Assad is afraid of domestic fundamentalism... but he’s certainly ready to use Islam against his neighbors.

      as well as terror groups acting against Iraq, Lebanon, Jordan, Egypt and the PA. Their only friends in the region are Iran and Turkey, and Turkey is only a recent friend; not too long ago, Syria's sponsorship of the terrorist PKK caused Turkey to threaten to invade Syria, at which point Syria finally gave in and stopped sponsoring that group. (Erdogan has a short memory) There's an undeclared war - Syria against pretty much anyone who wants calm and peace. But Syria plainly does not make peace until it is threatened with active warfare. So the French initiative is nonsense and will simply empower these thugs.

      It seems to me you are on Assad's payroll as a PR adviser. You turn a blind eye to Syria's long abysmal human rights record, sponsoring terrorists like Hizbollah and Hamas, and harassing and threatening its neighbours, including even fellow Arab state Lebanon, which it occupied and economically plundered for nearly three decades.. These are all the works of this impeccably dressed and cultured, soft- spoken and polite man.
