Hezbollah is part of the Lebanese Government not by the choice, but by threats from Hezbollah. Hezbollah holds Lebanon Hostage. If Israel attacks Hezbollah targets only, then the Lebanese will see it as a war between Hezbollah and Israel and will not interfere a lot. However if Israel starts targeting all of Lebanon then Hezbollah can use that as an excuse to build support from Christians and Sunnis in Lebanon and these in turn will start gathering support from nations that support them.
