Lieberman: Settlement building should restart in September
No reason why construction should not resume in major West Bank settlements when 10-month freeze ends on September 26, foreign minister says.

The determination to continue building is likely to alarm Palestinians, who are pushing for an Israeli promise to continue the freeze ahead of peace talks in Washington, due to start on September 2.

Palestinian negotiators have repeatedly threatened to walk out of talks if the freeze is broken.
"We cannot punish tens of thousands of citizens who have served in the army and live in legal communities," Lieberman said. "We should take natural growth into consideration, as did the previous administration."
Israel should not antagonize its allies by building in the Palestinian heartland, he said – but there was no reason not to push ahead with expansion work in big settlements, like Ariel and Ma'ale Adumim, which Israel hopes to retain after an eventual peace deal.
"We should not create unnecessary conflicts - but on the other hand we must not back down and punish our own citizens."
The foreign minister, who leads the ultra-nationalist Yisrael Beiteinu party, also repeated a previous promise to evacuate his own home in the settlement of Nokdim - but only "if we can arrive at a complete peace agreement that will end the conflict".
For the meantime, Lieberman sees little threat to his West bank home and holds little hope that the latest U.S.-sponsored talks will bear fruit.
"The peace process is unlikely to end within the next year, as disagreements between the two sides are too deep," he said.

Of course the operative word here is "hopes." If Lieberman wants to gamble he should do it with his own wealth and his own life, then if he loses Israel won't be the lesser for his loss. I genuinely believe that Lieberman is an undercover operative of Iran.

Israel's Supreme Court itself recognizes that the West Bank is held under "belligerent occupation". This term was used by the Court in English, so there will be no mistake about its legal implication. Israel is a signatory to the Geneva Conventions which forbids settlements in in occupied territory. The problem the Supreme Court has in enforcing this Convention is that the Knesset did not pass an "enabling law" making the Geneva Conventions the law of the land, so the Convention is obligatory on Israel, but unenforceable in Israel by Israeli courts. This is not the same as the settlements being "legal communities". They are illegal, but can only be removed by force by a UN decision, if it so desires. Lieberman should check with the Foreign Ministry legal counsel before making nonsensical pronouncements.

There's never been any such agreement. Besides, what land would Israel give to Palestine under such a deal? Not the Jerusalem corridor or the already narrow areas along the coast, certainly. The fertile Jezreel valley then? I doubt Israelis would be happy to part with that. Then what? The Negev? Would any Palestinian government ever accept THAT in exchange for their heartland?

The PA has intimated in the past that it would agree to 5 settlements being ceded to Israel * - as long as all the other elements of the final status agreement are in place. History is pretty clear: in 1948 only 7% of population in the area was Jewish. Interesting analysis on history here. There is a history of loss by the Jewish people of the land - the Egyptians, the Babylonians and the Romans. It was Darius (Persian) who freed them from Babylon and ordered the temple to be rebuilt - the one the Romans destroyed. Jerusalem was a Canaanite city with a history at least 1000 years prior to the Jews arriving. The Canaanites are the ancestors of the modern Palestinians. He and the rest of his ilk desperately want to make sure that those diffrences stay deep and unsurmountable and he is doing all in his power to see that that is the case. As I wrote yesterday, this hapless government would soon come out with a statement saying that the freeze will no longer apply to the large settlements, which of course will be redefined differently by the day. As for Ma'ale Adumim, any further construction there will cut palestine in two and isolate EastJerusalem from the rest of the West Bank. The US has to confront this provocation and reiterate what they said yesterday: that the settlements are illegal and not recongized by international law and that any further settlement activity is an impediment to initiating direct talks. Hold these liars to account.

The west bank is outside of Israels national borders. This is a fact, recognized in Israel. The rules and laws that Israel enforces in the west bank are not quite the same as those inside of Israels borders. It is obviously inappropriate to build cities outside the national borders. If Israel insists on doing this and is so sure that the land is theirs, why not annex this land and redraw the national border?
Lieberman has said many times that the conflict between Jews and Arabs is not religious or territorial, but IDEOLOGICAL. Two different nations with very different religions and ways of life will be much better living in separate countries. This has been proven in Cyprus, because there has been peace since the territorial separation. Lieberman's party promotes the idea of territorial swap: a) the major settlements will become part of Israel, and b) the territories primarily populated by Arabs will be passed to the future Palestinian state. This is the fair and peaceful solution. Everyone will be happy - no population transfers, just an honest exchange.

Israel hopes to keep some of the larger settlements, but the truth is that they may have to return all of the plundered land in order for it to be used to house the millions of Palestinian refugees should Israel refuse to grant their right of return to their original homes; forcing them to move to the West Bank instead.. I would think that a fair and equitable deal would be to allow one Israeli settler to remain in Palestine for every Palestinian refugee who is granted their right to return to their homes and land in Israel should they desire to do so.

A year ago Israel agreed to freeze settlement construction for ten months predicated on the Pals agreement to conduct face to face negotiations during that time period. Israel kept its end of the deal, the Pals did not. The grace period is over. Classic Arab behavior -- they don't have to keep any promises but the Jews do. And when the statute of limitations is over and the Arabs finally come to the table kicking and screaming they want Israel to extend the concession it had made in vain a year earlier without any any penalty for their foot dragging and recalcitrance. But the fact is, we're not dealing here in rugs and waterpipes, we're dealing here in security and survival. Maybe if just once the Arabs would have to keep their word things might be better for all concerned.
The freeze matters most in East Jerusalem which under international law and consensus, is Palestinian occupied territory. Israel refuses to stop judaizing the area, promoting jewish expansion and bringing arab construction to a halt. Israel's annexation of it was illegal and will never be recognized by Palestinians even if it means continued stateless status. It is this that Jews dont comprehend, that Palestine without East Jerusalem is a total non-starter. Not hardly. The resolutions are unclear as to what the final borders will actually be. They were to be negotiated on as Armistice lines do not a border make. This mantra of 'borders' is nonsense. Building there might be unwise, but illegal? Nope.

Is Lieberman hard of hearing or just plain stupid? Israel's chief paymaster has just reiterated that it regards ALL settlements as 'illegitimate' (aka 'illegal') and that nothing should be done which endangers the talks. Israel cannot legally build anywhere outside its borders unless and until agreement is reached on which if any settlements are ceded to Israel. Nobody anywhere has agreed that Ariel or Ma'ale Adumim are, in fact the PA has consistently said no to both. Lieberman is supposed to be the state's Foreign Minister, the soul of tact and diplomacy. Instead he is just blundering around shooting his mouth off and trying to win popularity and votes in the little zionist bubble. The percentage of votes that Yisrael Beiteinu got probably equates to the percentage of politically clueless and gullible Jews in the land.
