If he was running away, he would have been shot "while resisting arrest". If he was approaching the soldiers, he would have been shot "because he behaved threateningly". Fans of Israel will swear blind that Hamas started Cast Lead by breaking the truce with a stream of rockets on Israel. They use this as an argument for saying there can never be withdrawal from the west Bank. In fact what happened, is that Hamas had kept the truce for a long time and Israel was coming under increasing international pressure to lift restrictions on Gaza. Hamas was considering prolinging its truce and at that poin the IDF waded into the West Bank and killed a senior Islamic Jihad commander. The result was Islamic Jihad launching rockets from Gaza, the IDf responsing against Hamas, and voila Cast Lead in all its ugliness, destroying all hoeps of peace and negotiation. I hope the US are wise to this game now, and are telling the IDF to cool it.

Presumably the guy wasn't armed, otherwise the IDF would make a big deal out that fact and it would be in the report. So basically, at the most sensitive point in peace talks, the iDF decides it's a good time to go into a West Bank village and stir things up. It's looking hopeful for them in Gaza that escalating violence could spoil the peace talks, but it's looking too quiet on the West Bank for the liking of all those settlers, religious and right-wingers in the IDF.
