Defense Ministry reveals West Bank settlement freeze abuses
Deputy defense minister lists 28 West Bank settlements in violation of 10 month building freeze.

Responding to an appeal made by Meretz MK Haim Oron to clarify alleged settlement freeze infringements, deputy defense minister, Matan Vilnai, responded by that saying "The court order to halt construction has been given out. The implementation of the building freeze will be examined."
On Monday, Vilani released a list of settlements violating the building freeze, which included Tekoa, Etz Efraim, Revava, Alfe Menashe, Ma'ale Shomron, Psagot, Beit Arye, Emanuel, Kedumim, Barkan, Beitar Illit, Ma'ale Addumim and Kfar Etzion.
The left wing group Shalom Achshav claims there are building violations also in the settlements of Kokhav HaShahar, Nili, Kiryat Arba, Elazar.
These violations are in addition to outpost building, which has continued at a steady pace.
On Sunday, the Ministerial Committee for Legislation discussed a privately sponsored bill on compensating settlers hurt by the recent construction freeze. The bill, initiated by MK Danny Danon (Likud), is supported by 16 MKs from different parties and suggests setting up a compensation system modeled on the one used for the evacuees of the disengagement from Gaza in 2005.
"This bill requests a claims committee be set up, in order to assist and transfer compensations to the settlers of Judea and Samaria," the introduction to the bill read.
"The committee would have four members: A representative from the Prime Minister's Office, a representative of the Interior Ministry, a representative of public interest to be appointed by the justice minister in consultation with chairmen of local councils the area, and a magistrate judge - appointed by the justice minister in consultation with the director of the courts - who will chair the committee."
"The committee would be responsible for determining a claimant's eligibility for compensation, the scope of his eligibility and the sum of his compensation," the document continues. "It will be set up no later than 60 days after the date marking the beginning of the construction freeze, and it will operate a Web site that provides access to contact the committee and see its details, schedule and decisions."
The bill sets the deadline for claims at five years after the beginning of the freeze, and says the committee will be obliged to pay out the compensation no later than 60 days after its decision. Compensation claims would be filed either in writing or through the committee site, the proposition said.

And that was as true then as it is now i.e. the PLO did not EXERCISE territorial sovereignty. It couldn't, because there were armies of occupation in both - and such armies **do** tend to get in the way of "exercising sovereignty". And - of course - the PLO still can't "exercise sovereignty" because (and this may come as a shock) there is still an army of occupation in the way, and all that has changed in the intervening years is the uniforms worn by the soldiers of the army of occupation. Yishai, matey, consider this: Syria definitely claims sovereignty over the Golan Heights, but it is perfectly willing to admit that it can not EXERCISE that sovereignty. Why is the "freeze" even going on at all? Obama has failed to deliver any even partial reciprocity from the Arabs for Bibi's agreement to a partial freeze (the "normalization" Israel was promised by Obama, it turns the Arabs refused to consider in any form from the start, and Obama knew it, but had Mitchell lie about it). By failing to extract any other reciprocity from them, such as a "freeze" on propaganda incitement, Obama doomed his plan. Congress has come out solidly against the "freeze", and the Obama White House has now admitted it was a poor idea, didn't get Abbas to negotiations, even EU has blasted Abbas' stubbornness and bad faith, and Obama has backed off, moved to a cockamamie "indirect talks" idea so he can save face. So for indirect talks, Israel need deliver only "indirect freeze" on construction. The "abuses" will continue, and accelerate, as a way of ending the stupid, purposeless "freeze" without poking a finger in the humiliated Obama's eye by doing it officially.

Most settlers know perfectly well that they're building on land which is not within the borders of Israel. If they want to run the risk, it's their choice, but why should Israeli taxpayers who live within Israel pay for them?
One of the major problems that Israel has with the world is it's consistent dishonesty. It talks peace, it announces a freeze, then it casually allows massive violations of the freeze while announcing approved violations of the freeze. If there is no intent to freeze settlement expansion, then why pretend that is the intent? Better to be honestly defiant than act shamefully.

In Israel the Settlers cause all sorts of problems affecting the digestive system of any rational mildly caring person. In the UK however, "Settlers" are one of the most popular remedies for Indigestion relief. The illegal settlers would be compensated for not building on land they never owned in the first place. The West Bank belongs to the Palestinians illegal settlers shouldn't be there in the first place. The state of Israel thinks it's above the law. It continues to illegally occupy a population and blockade the Gaza Strip from the outside world forcing it's residents to live in an open air prison in ghetto like conditions. And the state of Israel claims it wants peace with it's neighbors. What a regime...
