Amr Moussa: Arabs must prepare alternatives to failing peace process

Turkish premier Erdogan tells Arab leaders that Israel's policy on a united Jerusalem is 'madness.'

Arab states should prepare for the possibility that the Palestinian-Israeli peace process may be a total failure and prepare alternatives, Arab League Secretary-General Amr Moussa said on Saturday.

"We have to study the possibility that the peace process will be a complete failure," Moussa told a summit of Arab leaders in the Libyan town of Sirte.

"It's time to face Israel. We have to have alternative plans because the situation has reached a turning-point," he said.

Mousa did not specify the alternatives - but one option could be for the Palestinians to bypass the peace process and declare a state unilaterally.

He also said the Arab League should open a dialogue with Tehran to address concerns, especially among Iran's neighbors across the Gulf, about its nuclear program.

Palestinian President Mahmoud Abbas at the summit said indirect negotiations between Israel and the Palestinians cannot continue unless Israel stops building in the settlements.

"We cannot resume indirect negotiations as long as Israel maintains its settlement policy and the status quo," Abbas said at the opening session of the two-day summit.

Turkish Prime Minister Recep Tayyip Erdogan also spoke at the summit and condemned Israel's policy of considering the whole of Jerusalem as its united capital.

"This is madness and it does not commit us in any way," said Erdogan in a speech to Arab leaders.

"Jerusalem is the apple of the eye of each and every Muslim ... and we cannot at all accept any Israeli violation in Jerusalem or in Muslim sites," the Turkish premier added.

The status of Jerusalem and Friday's clashes in the Gaza Strip, the worst in a year, are likely to dominate talks when members of the 22-nation summit, which began Saturday.

The summit comes amid heightened, and lethal, tensions over Israeli plans to continue building in East Jerusalem and access to sites there revered by Jews and Muslims alike, and follows clashes in the Gaza Strip Friday that saw Israeli tanks and heavy machine-gunners exchange fire with Palestinian militants.

Hisham Yussef, Moussa's chief of staff, on Saturday told reporters in the coastal Libyan town of Sirte that the status of East Jerusalem would be a focus of the talks.

"In light of current conditions, it is difficult to talk about negotiations," Yussef said Saturday.

"It is unacceptable that while the Palestinians have been moving toward negotiations in good faith, the Israelis have taken decisions contrary to the understandings that were reached and to the possibility of achieving progress," he said.

Israel has stood firm behind its plans to continue building in east Jerusalem, despite U.S. and European pressure to freeze construction east of its 1967 borders so that indirect, or "proximity" talks with the Palestinians can begin.

"Jerusalem is not a settlement. It is our capital," Israeli Prime Minister Benjamin Netanyahu said ahead of his meeting with US President Barack Obama in Washington last week.

"We must provide adequate support to the steadfast Arab citizens in the holy city, because their survival is very important in the battle to maintain the city's Arab identity," Yussef said.

He cautiously welcomed reports that Libya would offer $400 million in support to Arab residents of East Jerusalem.

"If this is true," Yussef said, "It is wonderful news. But we must hear this directly from Libya, and so far there has been no official word."

The aid would support Palestinian Authority institutions in East Jerusalem.

In addition to leaders and representatives of the Arab League's members, UN Secretary General Ban Ki-Moon and Italian President Silvio Berlusconi are also expected to attend Saturday's summit.

Absent from the summit will be Egyptian President Hosni Mubarak due to his recent surgery. Lebanese President Michel Suleiman and several Gulf state leaders will also be absent due to tensions with Libya.

    Your purpose must be to hatemonger, to hurl vitriol at the Arabs to convince readers that the peace talks should not be pursued by Israel. There is no other conceivable reason why you would charge that the Arab League announcement threatens violence. You know violence was not mentioned, therefore to claim it was makes you a liar. That same Arab League recognized the State of Israel and proffered a comprehensive peace plan in 2002 and again in 2007. They offered Israel full diplomatic recognition by all 22 members of the League in return for Israeli withdrawal from the occupied Palestinian territories. The US and the EU endorsed both. Israel did not respond: no comment. But you say Arabs know only violence. Israel has not experienced one single act of violence from any Arab nation in 36 years. You sound like a vicious Jew, and the likes of you have turned Israel into a rogue nation much despised by the law-abiding nations of the international community of nations.

    If Palestinians were to unilaterally declare a Palestinian State, and Israel were to carry out your plans in response, without regard for international law, the UN, international criminal jurisdictions, and the international community, Israel will experience the wrath of the world as it has never before imagined. It will see the withdrawal of all US support, and without the US veto, Israel will be dragged before the Int'l Criminal Court in the Hague so fast it will make your head swim. No longer will there be US financial support, international loan guarantees, support in the World Bank, or the IMF. With the world-wide sanctions, divestments and boycotts that would follow, Israel would be completely isolated from the world community of nations, no imports, no exports, no international associations, no loan guarantees, no military support: and Israel would not survive such isolation. President may recognize a new state without congress, as Truman recognized Israel.

    You are right: In Genesis 15: 18-21 God said as you quote. But he also said in Judges 2:21-23, IN THE FUTURE I WILL NOT EVICT ANY OF THE NATIONS THAT JOSHUA LEFT IN THE LAND WHEN HE DIED. Since you know that the Jebusites, who built Jerusalem, and by many historians and scholars are considered the forebears of the Palestinians, were there when God said that, God made it quite clear that Jews cannot claim all of Palestine. It follows that Jews have no legal title to any land outside the borders specifically detailed in UN resolution181, when Israel declared statehood. Israeli violation of UNSC 242, continued occupation of Palestinian territory, is a violation of international law. And, Jewish religious beliefs do not supersede international law. If international law had to conform to the beliefs of Judaism, Christianity, Islam, Buddhism, Hinduism, Taoism, Shintoism etc., there would be no international law.

    What have we learned from history regarding splitting a city? Yes, Jerusalem is important to many religions. It is my understanding that religious sites within Israel are open to all religions. If it is determined that Jerusalem is to be split between an Arab state and an Israeli state, will all the religious sites within the Arab state be open and accessible to all religions? This question is based on supposed statistics as to the limited number of people of other religions living in Arab areas; the limited number of pieces of literature from other religions found in Arab libraries & book stores; the limited number of people of religions other than Muslim serving in government in Arab countries.

    Yes Jerusalem is the oldest religion. But it does not have the greatest number of adherents, since it is exclusive to a certain tribe which originated somewhere in Ur or Haran. Christianity and Islam have billions of adherents, since the faiths are not based on a claim to a certain ethnicity. These two are the greatest religions today. Jerusalem belongs to Christians and Moslems as well. While the greater majority of Jews stayed away from Palestine since AD134, Christians and Moslems were building "facts on the ground"--the Church of the Holy Sepulchre AD335, the Dome of the Rock (which is the most prominent feature in panoramic views of Jerusalem) and the Al-Aqsa, 7th c. AD, plus many more churches and mosques built throughout the centuries. Thee are no relics of Jewish building except for the piece of wall built by King Herod the Arab.

    There is a clear shift in the Turkish position beyond their relationship with Israel; the military, which has always been a defender of secularism, is being marginalized; Muslim fundamentalism is taking hold; the time when Turkey was a country where, at the universities, the headscarf was at best unwelcome have passed. Erdogan's gestures to Iran and Syria predate the Netanyahu government's slights; Gaza is a pretext. Last year Erdogan slammed Peres at an NGO conference, Peres of all people. Unfortunate but a valuable alliance has ended for now because of Turkey's shift away from secularism; Mustafa Kemal Ataturk is rolling in his grave.

    But the state of Palestine will exist on lands formerly known as Mandated Palestine 1947. I understand, Israel's plan as has been since her creation is to erase any Palestinian Arab history from this land, but it will be to no avail. It is not the Palestinian Arab's fault that the JEws were expelled and fled from Palestine 2000 years ago. You may want to take that issue with the Romans. In addition, Arabs were the most recent occupants and have the longest rule in the land (7th to 20th century 1300 years) compared to Jewish rule 1000 BC to 722 BC, 1948 to present. Sorry cousin, but we will never leave our historic lands no matter what your real estate diety teaches you.

    If on the other hand the Palestinians, Arabs, and Jews (not the Turks or Iranians or other Muslims who have no claim on Jerusalem)want real peace then declair Jerusalem an open united city where Israelis and Palestinians each have their governments, where both the Israelis and Palestinians can live freely in any part of the city they choose and building in the city is a proved by a government department of the city. Where only police forces composed of Israelis and Palestinians is allowed to operate in the city with no military force from either side allowed in. I believe on these bases peace can be established, otherwise, look forward to war with terrible consequences to the Palestinians and Arabs but also grave damage to the Israelis.

    Palestinians and their Arab brothers will never accept a peace settlement at present conditions. They think that with Iran's help they can destroy Israel, the Arabs are always grasping ar straws. I bet that the Israeli government and army are hoping for an Arab attack, The Arabs are diluting themselves thinking Israel is weak. They have no idea of Israel"s military power. If the Arabs force war on Israel it is certain that Israel will completly remove the Palestinians out of the west b ank, re-ocupy Gaza expelling the Palestinians into the Sinai, take control of Lebanon up to the Litani river and destroy Hizbollah at the same time and turn Damascuss into rubble. Yes Israel will sustain damage on the home front, but that doesn,t affect its military. I know that many pro Palestinians will say I'm out of my mind, however, stop living in a dream and face reality. No major power will come to the defence of the Arabs except verbally and there will be no boycotts of Israel if Arabs start war.

    While I respect the feelings of Muslims towards Jerusalem as the third holiest city in their belief, the phrase "revered by Jews and Muslims alike" is deeply wrong. Muslims have Mecca and Medina first. We Jews were originated as a people in Jerusalem, out of where our Torah and our history past and present emmanates. If it weren't for Jewish history in Jerusalem, there wouldn't be any connection between Islam and Jerusalem at all. It's simply not the same. Lst but not least, we Jews ONLY have Jerusalem.

    The first time they did this was 1948 when they rejected UN Partition and launched a war. Israel got bigger. The second time they did this was in Khartoum after they started and lost the 6-Day War ("no recognition of Israel, no negotiations, no peace"). Israel got bigger. And after preventing Abbas from negotiating, they think they'll just unilaterally declare a Palestinian State? Here's what will happen: Israel seals the Jordan River border, no Arab World contact with W. Bank; Israel shuts off all power and water and crossings to the "independent state", no commerce, and no shipments to Gaza; Israel annexes all Jewish W. Bank towns to Israel, leaves Abbas with the rest for his "state". Price of anything going in or out of "unilateral state" is recognition of Jewish Israel, full normalization, embassy in J'lem. Hmmm. That would work!

    This is the point in history repeating itself only with an added twist. The league wants to once again come against Israel but this time they want to join with Iran to help them. This is a dangerous theme and one that has been on their minds since 48. Israel however is here to stay and has given much to appease these guys over a very long time. PErhaps if the league really ever wanted peace it would have happened. They will not divide or destroy Israel and should understand this.

    Totally irrelevent. That is up to the Israelis to deal with. The issue at hand is Israel-Palestine. If you want to deal with the whole arab world at once, I recommend you look at the Arab Peace Initiative. Normal peaceful relations with Arab countries (1/6 of the entire population of planet Earth) will facilitate talks on that sort of claim much more effectively than maintaining the subjugation of the Palestinians.

    Now that Turkey is engaged with the greater middle east, It is the best time to have a plan B. PLan A The Palestinians should wait 9 more months, if there is no improvement in the peace process, then the best option is to declare a Palestinian State with E-Jerusalem is its capital. Let the Arab World and the Moslem world Support your effort.All this has to be done peacefully but be prepared for the worse. Ask for the E.U. Russian, Chinese support. The U.S. will give indirect support and encouragement.But will not be between the first to support because of Congress. Israel will through a tantrum and go creazy. Plan be is to get Iran, Syria, Turkey and Lebanon prepare for the worse. The Jordanian and Egyptian population will boil and start street disturbances in support of Free Palestine. If Israel retaliate militarily, then plan B or extended war on all fronts and for many years, to be expected. The future is bleak. Stay Tuned.

    ..will never stop from searching alternatives ! The arabs wants always to win one way or the other! They want to win when they talk and they want to win when they don't talk.     if these responses are representative of the general Israeli opinion this will go wrong - u seem to forget that your land was giving to you - then the Arab countries attacked you and you acquired some more - this is a long time ago - Israel is doing well and have a functioning education system. Every thought that if u educated the Palestinian people that u would have better results from the meetings - U will never secure a greater Israel - and u must try and understand the outside communities better. U don?t have so many friends left ? and no, its not only our, mine, political correct attitude that ensures this ? u need a PR agent and provide the basis for long term peace ? cuz u are the only ones that can do it.

    the legal term "abandonment." WHEN THE ARABS STARTED THE WAR IN 1948, they encouraged their people to leave the area. In isolated instances only, were Arabs driven out of what became Israel. The majority of Arabs abandoned their property and were waiting for their army to slaughter the Jews, then they would go back. The ARABS DID EXPEL WITHOUT COMPENSATION ALL THE JEWS IN THEIR COUNTRIES, in some cases Jewish populations that had existed there for centuries. There is no right of return. The Arabs should accept the "Palestinians" as welcome immigrants, just as Israel accepted all the Jews that were expelled from the Arab lands. As for alternatives, if the Arabs were to try to attack Israel again, there would be the greatest slaughter of Arabs. Who do you believe would fight harder, a person dedicated to annihilating another, or a person fighting to defend themselves from annihilation? Go Israel!

    The Palestinians right of return to their homes in Israeli land and Israeli settlements in the Palestinian West Bank are the 2 most problematic issues, and so they must be played against each other- about half a million on each side. Based on the '67 borders, trade the settlements for the right of return and the 2 biggest problems disappear. Either the refugees are settled in Israel where they came from and the Israelis stay in the West Bank, or everybody goes to live with their own people on their respective sides of the green line. Too simple.

    What didn't the Arabs and it's Muslim brothers not get over the last 3,500 years. Islam has tried so hard to ignore the Jews and their Biblical history that have enveloped themselves within a bubble of non-reality. What did Turkey do when they had Jerusalem, nothing. What did Jordan do when they had Jerusalem, nothing but destruction of infidel religious sites. What did all the Arabs do when Jews had Jerusalem, murder, invent international terrorism, boycotts, wars and religious incitement. Looks to me that, if Jewish Prophecies are true, the Muslims (and the rest of the world for that matter) have become so ignorant or just so arrogant, that they cannot conceive of what is awaiting their final assault for Jerusalem.

    A strategic alliance with Turkey was a goal of Israeli foreign policy since the days of David Ben Gurion. The common interest was danger from the Arab world, and nowadays also from Iran. The policy was successful, until now. Recently, Israel's Foreign Ministry took the extraordinarily stupid step of humiliating the Turkish ambassador (seating him on a "low" seat) for something minor. Now we see Turkey calling Israeli acts in Jerusalem "madness". So far, the Turkish government is refraining from breaking the special relationship with Israel due to their fear of the Turkish military. But the military is also full of Moslems and Turkish nationalists. They may end up getting disgusted with Israel too. Sounds like Netanyahu is going to leave behind him scorched earth.

    Encou-RAGE-ment to use violence as a means of getting what they want. They do not know of any other way and they have been this way for many years. Some say all they want is to return to the 1967 borders (before they attacked and lost the war in 1967). Only the terminally foolish believe this will satisfy them. Their insistence of the "right of return" makes a mockery of such gains as satisfactory. Ironically there is so much to be gained through peaceful coexistence but that is just not (currently) in their blood.

What was the jewish population of Palestine back in the 40's ? where did the hundreds of thousands of palestinians living on that land go ? What goal are you talking about ? History tells us that hundreds of palestinian villages have been emptied and repopulated. Names have been changed. Thousands of palestinians living in Jerusalem, Haifa, Yaffa and the rest of the country lost their house and property. That's reality and israelis should think about it.     What a bunch of bull. Before the Israelis re-captured Jerusalem it was a neglected city. The Jordanian/Palestinians ( one and the same) used it as a dumping ground for garbage. The Jordanians desacrated Jewish religious sites and even used grave stone markers in the building of roadways. Yes.... the Moslem and the Christian world have ties to Jerusalem ...but do not give me the line "Jerusalem is the apple of the eye of each and every Muslim" It was not the apple of the eye before the Jewish people took it back and opened it up to all. Bethlehem and the Vatican are the heart and soul of Christianity Mecca and Medina are the heart and soul of Islam Jerusalem is the heart and soul of Judaism. I agree that in "contested areas" of Jerusalem, the only building that should be taking place is for PEOPLE - not Jews or Muslims or Christians - this should cease. But in the West Bank, why not let - even encourage the building in the settlements? Why shouldn't Jews be allowed to live in the future Palestinian State??????     The hidden issue is Sunni vs Shiite dominance in the new Middle East. Abbas is nothing but a figurehead ever since he surrendered to Iranian proxy Hamas. The bigger issue is the Arabs vs the Persians as many Arab states - Lebanon, Syria - have surrendered to Iran. Assad, even if he wants to, cannot break his deal with Iran - he'd be a dead man. So there is more to the dynamic than the always used excuse of the Palestinians and Israelis. Neither the Arabs nor the Persians, the Sunni's or the Shiites care one iota about Palestinians. They are the sacrificial lambs. Time to wake up. In addition, what the hell does indirect talks mean? They've had indirect talks for over 60 years and still the Arabs want yield even a grain of sand. Israel should take this time to destroy Gaza. Not with bombs, but by turning it into a pig farm. Destroy their land without killing a soul. But ruin the soul and the soil.
