I have been reading Ze'ev Schiff's work since the 1970s. I question this article for several reasons. Mr. Schiff knows well the military technology of our age. He is also, I am certain, aware of more ancient technology. Right now there is NO viable anti-qassam system. Perhaps he could go forth with a tennis racquet and return each missile with a back hand. There are very old technologies for detection and counter mining. Modern technology makes counter mining unnecessary. What is necessary is expending the manpower and time to monitor the border for underground activities. Not a sure fire thing, but nothing is. The qassam is not a 'serious' threat to Israeli. It is a potentially deadly nuisance. Why can't Mr. Schiff just cut to the issue. Whom amongst us knows when a fool like Olmert might seize upon an incident to start a war?
