This government doesn't need a reason to build, it's desparately looking for ways to do so while avoiding international response, or at least - as in the this case - a justification for defying international response. There's no question in my mind that there were more than a few in the government who were elated over this tragedy despite their apparent shock and outrage. Interesting too, that it's really not even known for certain that it was Palestinians who did it! Everything at this point is based on presumption, which leads to the question of whether Israel will hide the fact if indeed it WAS committed by others.
