    It's not about cisterns, but rather about law and order, building permits and the rule of law. The Palis REFUSE to recognize Israel and, at the behest of the anti-peace PA, REFUSE to cooperate with the Israeli authorities on matters of town planning, road construction, infrastructure, electric power distribution, public health, agriculture and veterinary standards and more. Israel, as the occupying power, is simply doing what international law requires it to do - maintain an orderly society. Doing anything else would produce a society more like Syria or Egypt or Lebanon - which would be worse for the so-called Palis and for everyone else.
