    America encouraged Israel to participate and to explain its stance re settlements and bombing of civilians and targetted assasinations but it seems Israel bottled out by my calculations for the following reasons. Theodor Meron legal counsel to the Eshkol Government advised it that settlements were a contravention of the Fourth Geneva Convention which constitutes a War Crime. Dropping a Large Bomb on a multi Story building in order to kill a single terrorist but in the process killing a number of innocent civilians cannot be justified by any civilized nation and again is classed as a war crime. Targetted assasinations can also not be legitimized no matter how fast Israel talks because the vast majority of the World opposes it. Fact is Israel knows it cannot justify anything it is doing against the Palestinians.
