This is not Chillul Hashem at all. What Yoram Kaniuk emphasizes is the importance of the secularism. In a democrat and secular country which is the most advanced governing structure developed thru the human evaluation, people might practice whatever religion they want to. But religion and the ecclesiastic should have nothing to do with the laws and the governing system. Because religion is something subjective and with subjective rules you cannot govern an objective world. The state should not be anywhere between the man and the God. What Kanuik also reveals that his position is not atheism but he wants his country to leave him alone with his belief and duties to God. It should be true for Israel, for Iran and for the other religion based states. As long as mullahs, imams, rabbis and priests deal with the government there would be no peace in the world because they all claim that they act on behalf of God although there is only one God and God asks for peace.
