    OK so who are the state likely to mistreat and deny of basic rights? I would place the group "enemies" pretty high on the list. So what to do about that, do you perhaps take substantial measures to ensure that the state treats even its enemies with basic human dignity and continues to adhere to its own laws so that it retains a humanitarian nature that befits a democracy? Silly me, it's obviously so much easier to just deny that group of people the possibility to seek justice in court.
