This is a perfect example of this metaphor. The entertainment and arts portion of a society depend on government subsidies in order to live and pay bills. If these entertainers feel the government is doing wrong then they have the right to speak up. It is a freedom. But on the other hand if said group refuses to do the work that they have been paid to do then that said group faces the possibility of loss of funding. The choice then is for that group of people to explore other avenues of income , be it travelling to other countries to entertain or to do some other form of work. Oh yes another metaphor goes- do not bite the hand that feeds you.
