    Israel has put an average of more than 1000 settlers into the west bank settlements each month for more than 30 years. This many people don't just show up. They need to be searched out, recruited, and even converted some something else. Israel has very active programs to entice Jews fro America and Europe to make aliah. Israel has negotiated with Russia for decades to get as many Jews as possible from there. Israel has experimented with all manner of conversions, and jurisdiction for conversions and express conversions. Israel has even turned to Africa to import black Jews(!). The important thing is to plug these numbers into the settlements and claim as much land as possible. The "place holder Jews" can be sorted out at a later date after they have served their purpose. As for non-Jews from Ethopia we can only wonder what is going on.
