You are kidding yourselves if you think that " "offering" the Palestinians a "provisional" state on the 60% or so of the land that they are already still on will be seen by anybody outside of Israel as anything but an absurd ruse to fix into place the rest of the occupation and settlements. There is not reason for the Palestinians to accept it. It would be obvious to everybody that the plan would then be to say, done, that your state, we are keeping the rest.
