By going to the UN Abbas gets nothing. Even was the UN to admit Palestine as a non-member state, its borders would still be undetermined until a negotiated solution. The incentive to settle actually becomes even stronger. It is unlikely that the UN will ever call for the ethnic cleansing of Jews from the West Bank. At the same time, the recognition of a Palestinian state removes the fear of a one state scenario. As such, the Palestinians can get a 'state' while the settlers get most of the land. The ICC is likewise irrelevant. Israel is not party to it nor will settlers stop settling because of its actions. You don't get a Nobel Peace Prize for shooting yourself in the foot.
