What in YOUR mental state caused you not to pay attention to the story. There are many sorts of "mental illness". And yes, some of these are as you describe with the afflicted reported being persecuted. BUT (a very big but) in your social work experience did these sorts also affect motor coordination? (why they at first thought him drunk). And again, you could be right if he had BOTH the sort of mental issues that would lead him to believe he was persecuted and and unrealted physical problems. But apply Occam's razor. Isn't it more likely that he has ONE condition that affects both mental and physical function? And is "mental illness" being properly translated? In English we would not use the same terms for mental ILLNESS and various mental DEFFICIENCIES.
