The Settlers vote for Likud, or those parties who make coalitions with it, and Likud sees that the Settlers are paid for their loyalty. Red States vote Republican, and the Republicans see that the Red States get farm subsidies, defense bases and plants as well as infrastructure investment. The democrats started the southern welfare states system when the south was the "solid democrat south.
