Stop hinting at yes, no, maybe frozen maybe not frozen, maybe partially frozen. Say loud and clear there will be no constructions on the lands that will definately be part of future Pal state. Stop few small rouge settlement groups and make sure they don't extend any building there. At the same time, say loud and clear that consructions INSIDE large settlement block that will absolutely, definately, without a doubt stay with Israel have every right to continue and will continue. (cheer up my dear Haaretz hardline Istael's "lovers", its a fact with no way around it to the Pal state). As a matter of fact, I would argue that those blocks that will stay with Israel should get additional housing inside them to accomodate the settlers who will have to move from land not staying with Israel.
