Tel Aviv Municipality should immediately:
- Take over full rehabilitation and maintenance of the Public Plaza, with no further burden on the property owners. Such rehabilition
should include redesign and repaving of Public Plaza;
- Cover the cost of hermetically enclosing and rehabilitating the Marina Hotel Mall space. Due to its superior location and desirable physical
structure, this mall can become economically viable right away;
- Make arrangements so that income from the parking garage and gas station contribute their fair share to the complex's maintenance;
- Drasticaly reduce municipal taxes charged to the units, in line with severely incapacitated income potential of such units;
- Commercial space under the Public Plaza is clearly unfit for retail use. Parts of it could be used as office/showroom space. Other parts
might have to be closed off or demolished altogether.
