The Israeli government did not want a trade that they could not spin into some sort of victory for Israel. The lesson Israel must learn better is when to cut your loses and move on. Not every battle can be won. Now that this has dragged on for years, the Israeli government will not agree to a deal which they could have had at the beginning. They really need Hamas cooperation to save face. Sadly, Hamas isn't interested in saving the Israeli government's face. For Israel, it will only get worse by waiting.
