Mr. Morales is the president of Bolivia and not a 'leader' to be more precise, and was flying in the equivalent to the US's Air Force One e.g. the Bolivian presidential plane. The fact that a head of state is being denied airspace by France, Portugal, Italy but was able finally able to land in Vienna to refuel in order to return to Bolivia. Upon landing police inspected the plane in search of Snowden. Hollande had previously angrily accused the US of spying on it's European allies, but when orders came from Washington he showed total lack of backbone. Denying a foreign head of state airspace and a police search goes against all international aggreements; Bolivia is not North Korea, neitheris it on a list of other well known rogue states, so America showed the arm-twisting the World Empire is performing all the time whenever it wants.
