You 'think there is nothing wrong with collective punishment and believe it's a fair form of response'? You better get off to the UN and try to get the Geneva Accords changed then, because it's currently a war crime to collectively punish civilians. If you succeeded, the Hutus and Tutsis and countless others could resume their massacres of each other with legal impunity, so one could argue that it is not a very wise move. Collective punishment, via the deliberate targeting of civilians, is not only immoral and illegal, it is also stupid. All it does is sow anger and create a wave of new insurgent recruits seeking revenge. Soldiers fight soldiers and insurgents Doron, not civilians, women and children. Things have moved on from Medieval times.
