I think halacha allows for women and men to pray together (i.e., without a mechizta) when the place of worship is not a synagogue, e.g., a temporary set up. I would assume given the constraints placed on the Jewish worshipers by the arab population, and the conditions of the area that we now know as the "Western Wall Plaza" this what not a synagogue in any sense of the word....
