In the past, Jim Baker was able to pressure Israel. Obama is not inclined to apply pressure but to convince by presenting rational arguments, and the UN has no choice but to apply its own pressure. Let the UN act and recognize a Palestinian state. Under the present circumstances when Israel is reluctant to enter into peace talks, a UN recognition of Palestine, with the stigma of colonialism and South-Africanism, will do more to change Israelis' minds than all the speeches Obama can make in a lifetime. The best outcome will be that Israelis will replace Netanyahu by a peace-oriented leader, as they did when Shamir was replaced by Rabin following Jim Baker's pressure.
