But of course not on the site of a Muslim cemetery, at least not OVER the cemetery. Since they are now designing some floors to be underground, I suggest that ALL floors be underground, and BELOW the cemetery level. I was amazed to read that building underground made it CHEAPER to build, against common sense. But if true, why not build the whole thing deep underground. It will be an architectural innovation, and very appropriate to "tolerance" which no longer exists.
