I assume they were not charged. Without law enforcement anywhere, everyone needs a policeman attached to him in order to prevent an attack on him. A basic idea of law enforcement is that violators of the law must be punished when caught, so others fear to break the law. Somehow, this system is unknown in the Wild West (Bank). DM Barak is the Minister in charge of law enforcement in the West Bank and he is to blame.
