there are civilians in Qana because (if you bothered reading the news every day like anyone affected would) with Israel bombing roads and other infrastructure like bridges, it's impossible to get out of the south. Also, when civilians were told to leave (like two families following each other in separate cars from Marw'ahen in the south) because Israel told them to, when they did, despite tying white flags to their cars, they were wiped out. Also, with Israel bombing fuel storage tanks, there's no gas to drive to Beirut!!! And if there is taxis are now charging about $500 to get a ride to Beirut, so the poor are forced to stay since minmum wage in $200/month and they cannot afford a taxi, or have no car, or have one but cannot find the gas needed, or don't trust Israel to hold true to their suggestions to evacuate as they'll be killed! And that's why there are civilians in Qana. Why do you think Olmert would actually allow 2 days for innocents to leave otherwise?
